In May 2019, the municipal council of the city of Müllheim commissioned the administration to prepare the reorganization of the educational campus Schulzentrum I as part of a multi-stage competition procedure. The background was, on the one hand, the additional space requirements of the individual facilities in the campus area, the general need for repair and modernization of the building stock and the overriding desire to place the further development of the campus with its individual construction and realization phases in a city-wide context.
The municipal council has commissioned the architectural office Atelier Kaiser Shen Architekten PartGmbB with the further planning services of the building planning according to § 34 HOAI.
For the further implementation of the construction project on the basis of the existing competition or preliminary design planning, further planning services are now required, here:
Specialist planning services Structural design according to §§ 49 ff HOAI, work phases 1 to 6 according to § 51 HOAI
The services to be awarded include the specialist planning services structural design according to §§ 49 ff HOAI, work phases 1 to 6 according to § 51 HOAI (full range of services) for the new building and the renovation part
- A gradual - and phased commissioning - initially of work phases 1 to 3 - or of the special services is planned.
- The extent to which static interventions in the stock are necessary can only be assessed in the course of further planning. The offer should include the full range of services. If necessary, only partial services are ordered.

- Engineering control of the execution
- Constructive fire protection
- Other special and additional services are currently unknown.
- The client specifies the assignment to fee zone III average rate.
For the special services, the client assumes the following percentage surcharges on the basic service fee:
- Erdbebenbemessung: 4 v. H.
- Engineering control of the execution: 9 %.
- Structural fire protection: 4 %
