Bicycle leasing services

The city of Coburg, with its own and state-owned companies, would like to give its employees an incentive to make mobility behaviour more climate-friendly. Cycling contributes to this, and regular cycling also promotes physical fitness. As a matter of principle, employers have an interest in healthy and efficient employees. For this reason, the city of Coburg has decided to provide its employees with bicycles and pedelecs as part of the bicycle leasing model.

In the meantime, service providers support the management of bicycle leasing and the necessary infrastructure.

In order to ensure a uniform range of company bicycles, a uniform provider (lessor and service provider with specialist dealers and insurance service providers) is to be found. The lessee is not to be the employees, but the city of Coburg, which makes the company bike available to the employees.

The subject of the invitation to tender is therefore a framework agreement on the provision of bicycles by way of leasing (partial amortisation leasing) for the purpose of making them available to employees for business and private use, including insurance, training and services (in particular handling of ordering, return and claims settlement processes, maintenance and repair, incident management and provision of an online portal). The service provider must perform all services that are necessary for the proper execution of the framework agreement to be concluded and the organizational processing.

The city of Coburg concludes an individual leasing contract with the lessor for each bicycle ordered. Correspondingly, the city of Coburg concludes a leasing agreement with the respective employee for these bicycles, in which the rights and obligations with regard to the bicycle and in particular the deferred compensation are regulated. The individual leasing contracts based on this framework agreement each have a fixed term of 36 months.

Currently, about 800 employees of the city of Coburg are eligible. It is estimated that 200 bicycles will be purchased during the entire duration of the framework agreement (4 years). The maximum purchase limit is a total of 400 bicycles.

Options:

The framework agreement begins with the award of the contract and has a term of two years. It shall be extended by a further year (unilateral right of option), unless it is terminated by the client with a notice period of three months to the next scheduled end of the term, but not more than four years.
