Appointment of an author of the project and restoration of the Abbey of Aulne — 1st phase — tourism development project

See II.2.4).

The Abbey of Aulne (Thuin — Belgium) is a former Cistercian abbey located along the Haute-Sambre River. Remains of the 13th, 16th and 18th centuries testify to its history. The site has an important underground heritage in the form of cellars, corridors and medieval pipelines.

The ruins are classified as a monument by decree of 24.4.1991 (annex) and as an exceptional monument by decree of the Walloon Government of 6.10.2016 (annex). They are located in a classified site comprising the whole formed by the former abbey and the surrounding land as set out in the decree of 24.4.1991 (annex).

Highly degraded, the abbey is also one of the monuments considered to be threatened.

In 2010, the Walloon government approved the heritage and tourism development scheme of the former abbey of Aulne carried out by the Walloon Heritage Institute. This scheme aims, on the one hand, to safeguard the ruins of the enclosure through a consolidation/restoration programme, and on the other hand, the tourist facilities and facilities necessary to enhance the site of the abbey within a defined perimeter. In the same year, a Stability and Sanitary Status Study, the first stage of the Ruin Consolidation Project, was carried out.

In 2016, part of the ownership of the site of the former abbey of Aulne was transferred to the General Commissariat for Tourism (CGT) for its tourism development. In the context of heritage enhancement, it is planned to carry out the consolidation of the ruins of the abbey enclosure. Given the technical specificity of the consolidation of such ruins, the General Commissariat for Tourism (CGT) benefits from technical assistance to project management from the Strategic Development Directorate of the WAP.

The purpose of this contract is to designate a project author to study and monitor the consolidation work on the bedside and transept of the abbey church. The consolidation of the other parts of the site is not part of this contract.

The mission includes architecture and stability and is detailed in the technical clauses of the market.

As part of the tourism development project of the Aulne Abbey site, this contract is a service market that covers the study and follow-up phases of work aimed at the consolidation of the bedside and transept of the abbey church.

The contract covers a complete project author's mission, architecture and stability of the consolidation of the bedside and transept of the abbey church, including the monitoring of the prior security work and the preliminary studies (drafting of the special specifications, analysis of offers, interpretation of the results of the preliminary studies).

Some of the historical studies have already been carried out, the project author will need to read them in order to synthesize the relevant elements and integrate them into his work. The precise but not exhaustive description of the mission can be found in the technical clauses.

The Adjudicator draws the attention of bidders to the fact that a health and stability study of all elevations was conducted in 2010. For the entire sector concerned, this study includes the following elements:

— photogrammetric readings of each facade of each building;

— analysis of observed pathologies, building by building;

— intervention recommendations for each type of pathology observed on the site;

— budget estimate per building;

— ranking according to the degree of urgency of intervention.
