The Bundeswehr provides content from the areas of news, culture, society, sport and entertainment that has been compiled and tailored exclusively to the needs of users in the form of a television program "bwtv" and a radio program "Radio Andernach". The editorial and technical production as well as the provision of the broadcast signals is carried out by the Bundeswehr.

The broadcast of the broadcast signals in the areas to be served via satellite is to be provided by an external service provider. This must ensure the provision of the necessary resources, such as transponder capacity, average playout, hotline, etc., for the transmission from ZOpKomBw to the contractor's satellite platform, as well as the provision, encryption, transmission, reception in the reception areas for both bwtv and Radio Andernach .
