The target of the procurement is the Tax Administration's expert and training services related to security. The procurement is divided into seven (7) sub-areas, of which four (4) Suppliers are selected for subdivisions 1–4 and 7, and two (2) Suppliers are selected for subdivisions 5–6 each. The subdivisions and their contents are described in more detail below.
The selected Suppliers act as the Client's resources by carrying out various types of consulting, development or training and workshop assignments as part of the Client's security development processes. The assignments are, for example, various types of inspection, audit, testing, exercise or study assignments. The example topics of the assignments are described by subdivision in paragraphs 3–9 of the description of the object of procurement.
The aim is for the agreement to enter into force on 1.6.2023. The contract is valid for 48 months.
Subdivision 1. Information security expert servicesInformation security expert service refers to expertise in various security technologies and procedures, information security testing or auditing of information systems, intrusion testing of information systems, and consulting and developing information security and continuity management.
The expert work to be procured is focused on consulting related to functional development, ensuring administrative security and implementation.
Four (4) suppliers will be selected for this area.
Section 3 Expert services for internal control and risk managementThe expert service for internal control and risk management includes consulting related to internal control and risk management. The expert work in the field emphasises the development of the organisation's risk culture and the guidance of practical risk management work, as well as knowledge of different risk types. In addition to these, the assignments emphasise support for an ethical operating culture, good governance procedures and compliance.

Section 2 Data protection expert servicesData protection expert services refer to consulting related to information security technology and public sector information protection.

Subdivision 4. Expert services for preparednessThe expert service for preparedness includes, for example, the operational development of preparedness, ensuring administrative security and implementation.

Sub-area 5 Expert services in facility safetyIn this area, expert services in office security (facility safety) and facility safety technology are procured.
Two (2) suppliers will be selected for this area.
Sub-area 6 Preparedness trainingsThe Tax Administration promotes the preparedness skills of its personnel in different subject areas through various preparedness trainings. The trainings can be carried out, for example, as preparedness exercises through the Tax Administration's disturbance training simulator currently in use (currently Trasim) or as a work workshop.
The aim is to acquire a training partner for this area, who will support the Tax Administration in planning and preparing preparedness trainings, entering the disturbance training simulator, producing the content of the assignments, and planning, implementing the training days programme and collecting final feedback. The training can take the form of contact teaching or distance learning through the system used by the Tax Administration at any given time (currently Microsoft Teams).
Two (2) suppliers will be selected for this area.
Section 7 Security Legal ConsultingIn this area, the Tax Administration procures expert services for legal consulting in the security sector for the different areas of this procurement.
Consulting can be used, for example, for the legal assessment of the security of systems or applications, general studies related to IT law or IPR rights, consulting on information security, security of supply, preparedness or crisis and preparedness legislation, defence and security procurement consulting, as well as the implementation of sub-vessel-related trainings and workshops, and other similar expert work in the field.
