The objective of the procurement is to report on the socio-economic consequences, including qualitative, financial and administrative consequences of transferring the Norwegian Directorate for Children, Youth and Family Affairs’ (Bufetat's) responsibility and assignments in the child welfare sector to new county municipalities. This includes Bufetat’s duty to assist the municipalities with the placement of children in foster homes and institutions, and other assignments in the institution and foster home sector as well as responsibility for centres for parents and children and specialised assistance measures.

Preliminary findings will be presented to the department 1.12.2019. The first draft of the report will be delivered 1.2.2020, and the final report must be delivered 1.3.2020.

The economic limit for the procurement is 1 500 000 NOK excluding VAT.
