The Environmental Division of the City of Kemi will request your tender for electrical installation work and in accordance with the invitation to tender. This is a procurement above the EU threshold. On the basis of the tendering procedure, a framework agreement is concluded between the selected suppliers (5 pcs). The duration of the agreement is two (2) years + one (1) year option. The contract period starts on 1.1.2023 or at the earliest when the procurement decision has become final.
Based on the tenders, the client makes a procurement decision in which the tenderers are placed in the order of selection. The selection criteria are listed later in the invitation to tender. The framework agreement deals with gig-like electrical work performed for the client's various units. The content of the object of the procurement and the requirements set for it are described in the invitation to tender.
The customer does not have an obligation to purchase a quantity. Any procurement volumes presented in other documents are estimates only and are not binding on the Subscriber. The framework agreement does not give the Contractor an exclusive right to produce work covered by the contract for the Contractor.
The subject matter of the framework agreement is the electrical work of a gig nature performed for the different entities of the contracting entity. On the basis of tenders, the contracting entity makes a procurement decision in which the tenderers are placed in the order of selection.
The selection criteria are the cheapest price, hourly charge €/h (VAT 0%), electrical work, on weekdays between 7 am and 4 pm (mileage allowances must be included in the hourly rate).
The contracting entity concludes the contract in the tendering process with the five (5) companies that have scored the most points in the tendering process.
Orders from contract suppliers are primarily placed on the basis of the order in which the framework contract tendering process is located. If, based on the order of preference, the primary contractor is unable to fulfill the order or no agreement can be reached with the contract supplier on the ceiling price of the order, the offer shall be requested from the contract supplier following the order of priority.
Exceptions to the order of priority may also be made if:
-the contract supplier, who is first in order of priority, is unable to place the order within the timeframe required by the client, in which case the tender is requested from the contract supplier following the order of priority,
-the contractor who comes first in the order of priority does not have the capacity to carry out the assignment due to the scope of the project, in which case the tender is requested from the contract supplier following the order of priority,
-it is an additional or follow-up order that it is not appropriate to order from a person other than the original supplier of the work,
-one of the contract suppliers has, based on the references, the special expertise required for the work,
-the contract supplier's previous assignment has been found to be late, in which case the tender will be requested from the contract supplier following the order of priority,
-throughout the contract period, the in framework contract work, the contracting entity may organise a mini-tendering process between framework contract suppliers
The contracting entity shall not be obliged to purchase a quantity. Any procurement volumes presented in other documents are estimates only and are not binding on the contracting entity. A framework contract does not confer on the contractor an exclusive right to produce works covered by the contracting entity's contract. The framework agreement does not oblige the contracting entity to purchase services from the contract suppliers. The contracting entity does not undertake to order the services included in the framework contract.
