Effects of invasive plant species according to IAS Regulation 1143/2014 on LRT 3150 and amphibian species occurring there - Identification of potential occurrences of LRT 3150 and detection of amphibians: LOT 1 - North of Genthin

The aim of the project is to assess whether and to what extent the spread of invasive plant species according to IAS Regulation (Regulation (EU) No 1143/2014 of the European Parliament and of the Council of 22 October 2014 on the prevention and management of the introduction and spread of invasive alien species) affects endangered habitat types listed in Annex I of the Habitats Directive and species characteristic of LRT. According to Saxony-Anhalt's report in the current FFH report 2019, invasive species of the Union list are regarded as impairment or endangerment, especially for LRT 3150 ("Natural eutrophic lakes with vegetation of magnopotamion or hydrocharition"). Occurrences of the neophytes narrow-leaved waterweed (Elodea nuttallii), different-leaved thousand-leaf (Myriophyllum heterophyllum) and alternating leaf waterweed (Lagarosiphon major) have been documented in the past for the state of Saxony-Anhalt. There are major knowledge deficits regarding the current population and the further spread of the previously reported neophyte populations of the above-mentioned species, especially outside the FFH area. Within the framework of the project, the current distribution and influence of the neophytic and invasive plant species Elodea nuttallii, Myriophyllum heterophyllum and Lagarosiphon major on the conservation status of the LRT as well as on the amphibian species characteristic of the LRT will be determined on the basis of LRT 3150. The pre-selection of the waters within the measuring table sheets to be recorded has already been carried out by the State Office for Environmental Protection.

The subject of the present tender procedure is the recording of amphibians in 2023 in the waters pre-selected by the LAU north of Genthin (Lot 1).

The aim of the service is to record the species group amphibians in a total of 49 preselected waters within the study area (an average of 25 standing waters per MTB) (see Table 2 and Fig. 2). At all pre-selected waters (on average 25 waters per full MTB, a total of 49 waters), the populations of amphibians are to be recorded between mid-March/early April and mid-May 2023. For this purpose, 3 inspections per body of water are to be planned at the main reproduction time of the relevant amphibian species, whereby at least 2 inspections must take place at dusk / at night. If, as a result of the droughts, individual bodies of water no longer exist or are generally unsuitable for amphibians, appropriate alternative bodies of water in the vicinity must be selected for mapping.

During the inspections, the usual standard methods for the detection of amphibians (spawning search, interrogation, visual observations, nocturnal illumination of the water banks, larval search, possibly trap trap catches) are to be used. All amphibian occurrences must be documented species-specifically and with an indication of the respective number and stages of development in the form of scientific data sets. In addition to all waters and species, it must be documented on which water bank the spawning grounds / main parts of the population were located during the surveys. This can be done, for example, by locating by means of GPS or a verbal description (e.g. "Spawning grounds on the north bank", "Rufer groups in the eastern part" or "Rufers evenly distributed in the entire body of water").

On all waters with occurrences of species listed in Annexes II and IV of the Habitats Directive, the conservation statuses must be assessed and documented in accordance with the assessment schemes according to BFN & BLAK (2017) on the basis of the mapping intensity specified in this service description (3 issues, of which at least 2 at night).

The results of the recording must be entered into a MultiBaseCS database, whereby the data records should contain information in the fields: date, time, place, coordinates, observer, type, number, unit and, if necessary, other additional fields (remarks, tolerance, detection type, behavior, etc.). The database must also document negative evidence for the species group amphibians (inspections without evidence on a body of water at an inspection date).

The written final report should contain information on the methodology and an overview-like result section with species-wise representation (including cartographic representations) of the respective species occurrences in the basement. Individual species registration forms for each body of water and species occurrence are not the subject of the report. The results on the conservation status of the species occurrences (species of the Anh. II & IV FFH-RL) at the waters must be documented in tabular form.

The digital part of the final report includes the following parts:

- MultiBaseCS database with all species records and negative proofs (input according to the current requirements of the LAU)

- Shape file of all study waters with unique numbering (MTB-wise according to a given scheme)

- Excel file with results on the conservation status (including all sub-criteria and criteria evaluations) of the occurrences of Anh. II and IV species at the waters (a template is provided by the AG)

- Photo documentation of all mapping waters with unique numbering of the photos according to the water numbering (at least 5 meaningful photos per body of water)

The final written report must be delivered in a single copy. The final report must be accompanied by all collected data and evaluation results as well as the text part, illustrations and photos in file form on data carriers. The database must be transferred in MultiBaseCS (.mbcex) format.

The following date applies to the final report on the following date: 31.10.2023.

In advance, a revised shape file of all waters considered in the mapping including a unique wt.-ID must be sent to the AG by e-mail by 31.05.2023.
