For the years 2023 - 2027, the LANUV intends to commission a framework agreement for mapping to update the water structure and structures in NRW for rivers or river sections. This is justified by the requirement of the European Water Framework Directive, Article 4 in conjunction with Annex V 1.3.4, which specifies a monitoring frequency of 6 years for the quality elements "continuity" and "morphology".
The subject of this tender is the organization and implementation of the mapping for updating the water structure and the structures for flowing water sections in NRW with a catchment area > 10 km2 in the period 2023 - 2027.
According to LANUV Worksheet 18 (3rd edition, 2023), mapping can be carried out all year round, provided that the water level is "significantly" below mean water level. Deviating from this definition, the tendered mapping for the respective years must be carried out in the time window from mid-October to the end of April.
For quality assurance, the water structure including approx. 150 structures must be mapped in advance in the first contingent (from October 2023) for approx. 50 river kilometres by mid-November 2023 at the latest.
The 50 kilometres to be mapped are shown in the Anlage_01 (1st contingent); their concrete processing is to be discussed with the client (AG) in the kick-off date.
The recorded data of the water structure and the structures of the first 50 km of the 1st contingent are subjected to a plausibility check by the Client.
In the event of a satisfactory plausibility check by the Client, the contractor(s) shall map to the following extent:
- 2023/24 (remaining kilometres of the 1st contingent),
- 2024/25 (2nd contingent) and
- 2025/26 (3rd contingent)
- 2026/27 (4th contingent)
in each case contingents in the order of approx. 300 - 500 flow kilometres with the existing structures (order of magnitude approx. 900 - 1800 structures). The Contractor shall receive from the Client a list of the river kilometres to be mapped and the structures for the 2nd, 3rd and 4th contingents before the start of the field work.
The time window for the mapping (mid-October to the end of April) must be adhered to by the Contractor. The aim is to complete the 4th contingent for the mapping of the water structure and the recording of the structures in spring 2027.
For quotas 2, 3 and 4, it is currently not possible to define a regional, defined area for catchment areas or typologies of the river sections to be mapped.
For the river sections, the water structure and the structures are to be mapped as part of an on-site inspection in accordance with the specifications of the above-mentioned mapping instructions and documented with photos, taking into account the data protection requirements (LANUV worksheets 18, 3rd edition and 38). Following on-site recording, the data must be transferred to a PC of the Contractor and subjected to a completeness and plausibility check using the PC software supplied.
The checked data shall be made available to the contractor on a data carrier (external hard disk) (Anlage_13).
The data format for the data delivery is specified by the Client through the software provided. Other data formats are not allowed (Anlage_13).
Within a reasonable period of time, the Client shall check the mapping data and photos supplied by the Contractor. If objections arise during this plausibility check by the Client, the Contractor must coordinate and ensure prompt post-processing with the Client (An-lage_13).
The recorded data must be backed up by the Contractor until complete final acceptance.
Quality assurance:
The Client participates randomly in mapping of the Contractor. For this purpose, the Contractor shall ensure availability in the field in order to enable short-term participation. In addition, the Client reserves the right to carry out comparative mapping.
If necessary, coordination with the responsible lower water authority must be carried out for quality assurance before the start of mapping on the relevant watercourse. This can participate in the mapping if desired.
The mapping personnel must be introduced to the AG by name before the start of the mapping work in the field (see No. 3.1 of the service description).
Excluded from the mapping are student assistants or persons with completed training without practical experience in water structure mapping and the recording of structures.
Deployed employees must not be overwritten on the mapping sheet of the terrain survey in an office-internal data quality assurance in the Beach Desktop by the name of the person responsible for the recording data.
