Helsinki Region Transport Joint Municipal Authority (trace. HSL and the procuring entity) request applications to participate from suppliers in the tendering process that is now being launched. The objective of the adjudicating entity is to put the supplier out to tender to provide the LIJ (Flag and Information System) entity with support and maintenance services, the development of those systems and the servicedesk service.
The contracting entity tenders the Law on the procurement and concessions of entities operating in the water, energy, transport and postal services sectors
(1398/2016, Special Sector Procurement Act) by competitive tendering for the service provider LIJ system support and maintenance service.
By means of a competitive tendering procedure, the contracting entity is now seeking a service solution that best meets its procurement needs for the support and maintenance service. The objective of the contracting entity during the negotiated procedure is to address extensively the characteristics and specificities of the service provided, including the lifecycle objectives of the support and maintenance service, service objectives and the development of the solution.
For the above reasons, the procuring entity is seeking suppliers who are able to meet the customer's business needs and provide support and maintenance services to LIJ entity 24/7/365 and possibly also to develop the Lippu system during the contract period.
An initial description of the LIJ entity to be acquired is attached to the invitation to tender annexed to this request for participation, 'Appendix 1 LIJ Description of the Decision'.
The adjudicating entity is seeking a supplier who is able to provide comprehensively the support and maintenance service described in the request for participation and in its annexes and requirements. Due to the procurement needs of the contracting entity, partial tenders will not be permitted in the procurement.
Procurement procedure
The tendering procedure concerns a service procurement above the EU threshold.
The negotiated procedure provided for in Section 38 of the Special Sector Procurement Act applies as a procurement procedure. A contract notice for the procurement has been published in the HILMA database.
The purpose of the negotiated procedure is for the contracting entity to negotiate the terms of the contract with suppliers of its choice for the negotiation phase. In principle, the negotiations shall take place on the basis of preliminary tenders submitted following the preliminary invitation to tender annexed to the request for participation. In addition, the contracting entity may, to the extent permitted by the Special Sector Procurement Act, specify the content of the service and the requirements related to the provision of the service on the basis of negotiations with the candidates to be selected. The adjudicating entity may use the information obtained during the negotiations to prepare a final invitation to tender, which shall be forwarded to the candidates selected for the negotiations.
The contracting entity reserves the right to eliminate solutions and candidates during the negotiated procedure. In addition, the contracting entity reserves the right to compare and select the successful tenderer on the basis of a preliminary tender without consultation, where this is manifestly justified on the basis of the requests to participate or the content of the preliminary tenders. During the negotiated procedure, the contracting entity may, in accordance with the public procurement legal guidelines, amend the preliminary invitation to tender or the invitation to negotiate and request new tenders adapted from tenderers following consultations.

Candidates shall not be entitled to compensation for their application to participate, for participation in the negotiations or for the costs or offer arising therefrom.
