The procurement services of the City of Turku's group administration are asking for participation in a competitive negotiation procedure that targets regional library transports (including educational materials) and the transport of goods and book bags within the City of Turku, as well as terminal services. Regional library transports concern the municipalities/cities indicated in the request for participation.
For regional library transports and book bag transports of the City of Turku, an agreement will be made for an open-ended contract period starting from 1.10.2023 (target) and for other services starting from 1.1.2024.
The acquisition is contracted with one service provider.
The objects of the procurement are described in the appendices to the request for participation. The annexes to the request for participation are preliminary and will be specified during the negotiating rounds.
The target of the procurement is regional transports of library materials between libraries in Southwest Finland (including educational materials), transports of goods, library materials and book bags within the City of Turku, as well as terminal services. As options, the collection and delivery services of internal mail and the storage of goods delivered to the City of Turku's offices are negotiated. The contracting entity reserves the possibility to provide warehousing services and internal mail pick-up and delivery services as its own activity.
The aim of the procurement is to find a new logistics model and service as a complete solution, which can be used to:
- combine regional and intra-City of Turku transports to reduce emissions and develop traffic safety
- increase the cost-effectiveness of transport;
- improve the tracking of deliveries
- abandon the current storage of goods and, for goods supplied within the city, switch to terminal deliveries;
- saves on storage costs
- abandon the transport and franking of internal letter mail
- to provide a logistics service of sufficient value to service providers; ensuring the continuity of regional library transport
As a rule, the Service Provider is responsible for the organisation of the service.
A candidate participating in the competitive dialogue procedure is expected to have an innovative vision and a proposal on the organisation of the service appropriately and in accordance with the client's needs.
The competitive dialogue is used for procurement because the needs of the contracting entity cannot be met without adapting existing solutions and because the procurement involves design or innovative solutions.
