Lot 4 - Diagnostikzentrum Klinikum Lippe GmbH

On the part of Klinikum Lippe GmbH (hereinafter also referred to as KLG), it is planned to carry out the equipment of the diagnostic center in an innovative procurement and provision partnership approach. Within the framework of the planned "partnerships", the industrial partners are to take over not only the provision and management services of the relevant medical technology but also consulting services with regard to the operational organizational improvement for optimal utilization as well as a well-founded and future-oriented product selection.

The details of the tendered service can be found in the needs and requirements of Appendix 1 to these participation and award documents.

IT Structures

The aim of the procurement procedure of the competitive dialogue with the bidders is to achieve the optimized economic acquisition and sustainable management of the equipment. In doing so, it is important to take into account and include the current and possibly still usable equipment inventory.

In particular, the following must be taken into account:

- sufficient availability of equipment to deal with medical cases;

- a sufficient and needs-based number, quality and technical equipment of the equipment;

- largely uniform user interfaces of these devices in order to be able to qualify the personnel accordingly and to be able to use them equally across all KLG locations;

- the equipment locations that are currently and in the future planned or can be changed in the course of KLG's structural development, whereby the contractor must perform the client's tasks in the context of planning and site selection, can or must support them and recommend the economically optimized decisions (investment cost improvement) and optionally implement them structurally;

- a participation of the industrial partner towards the university character of the KLG in the context of intersectoral care, interprofessionalism and interdisciplinarity as focal points of the development of a newly emerging university hospital in close integration with clinical care, the existing and to be developed centers of the KLG, the School of Nursing, MTLA, MTRA and Physiotherapy as well as the linking of the KLG to outpatient care

- a technology-neutral and interface-open technical communication infrastructure for all medical devices, which makes it possible to document and connect all diagnostic and therapeutic data that the devices record on a uniform basis and to evaluate them through appropriate IT-technical programs and to use them for the further control of concrete or future patient treatment (electronic preparation for the documentation, evaluation and control of the Processes and treatments and networking in the sense of a review of treatment concepts with similar treatment cases within the framework of legal data protection and the medical duty of confidentiality)

A period of ten years is planned for the project, i.e. the points mentioned are to be developed and commissioned for this period. Furthermore, it is the aim of the contractor to obtain early participation in technical innovations of the contractor within the term of the contract. Through a transfer of know-how in favor of the client, his employees and managers should be able to learn tasks and perform them independently within the framework of the application of the technology. The client's employees must be trained accordingly. All services must be documented in such a way that traceability and verifiability are always given.

Another goal is the use of technological innovations developed during the term of the contract. In order to continue to ensure a high quality of patient care, relevant innovations must be introduced through the exchange of software and/or devices.

The number of devices must always be checked with regard to possible savings potentials and the appropriateness of their equipment features. Savings can be achieved, for example, through innovation and a concomitant increase in productivity, which may eliminate the need for less efficient devices in the device pool.

Furthermore, the contractor must provide reporting on the use of the equipment and submit it to the customer in a form to be coordinated in order to be able to check the utilization and use of the devices. Outpatient shared use concepts should be taken into account in order to utilize devices more economically if necessary.

The reporting can also be extended to the rest of the medical technology via the corresponding communication infrastructure as an order component. The reporting documentation also includes the settlement of the investment subsidies (identification and options related to financing alternatives for reducing and refinancing the equity share and the subsidies, in particular options on "pay per use", leasing financing, "flat rate" fees and third-party use within the scope of what is legally permissible).

The economic goal is to use procurement for the term of the contract to reduce the total costs (investment or device costs, financing costs, operating costs, e.B. for maintenance and care of the devices, consulting and own personnel costs, etc.) for radiology - large-scale imaging equipment and ultrasound and other imaging procedures in relation to the current costs and to achieve high-quality patient care.

Through a targeted use of know-how and a faster participation in relevant innovations of the industrial partners, a qualitative optimization of the device technology according to the medical requirement structure as well as the process improvements of the processes around the device is expected. In this context, the developments of the hospital as part of the "University Hospital OWL" of Bielefeld University with regard to the equipment equipment and the development of performance beyond patient care must also be taken into account in research and teaching. With regard to the scope of the procurement documents provided, the contracting authority points out, with reference to the decision of the Higher Regional Court of Düsseldorf (OLG Düsseldorf, decision of 17.10.2018 - Verg 26/18), that the contracting authority initially only provides the procurement documents that are necessary to record the subject matter of procurement and the scope of services and enable the applicant to decide on participation in the procurement procedure.
