The general object of the service is the provision of security services in the context of trade fairs, exhibitions, congresses and other events of Koelnmesse GmbH and Koelncongress GmbH as well as other companies in the halls, passages, transitions, entrances and in the open-air area on the grounds of Koelnmesse.
These are the event security and order service, the fire security guard service, the explosives detection, the investigation service and the medical service.
Security and order service at the North Exhibition Centre (Halls 6, 7, 8, 9, 10.1, 10.2, CC-North and North Entrance Middle Boulevard, North Boulevard)According to § 43 SBauVO, the operator must set up a security service as required by the event. The security service is responsible for the operational safety measures. The security service must be under the direction of a security officer at events.
The terms security service and security service are often used interchangeably when holding events. For a better differentiation, the terms event security service (VSD) for persons with tasks according to § 34a Trade Regulation Act (GewO) and event order service (VOD) for all other persons are therefore used in the following.
The advertised positions will be used during set-up and dismantling times and during events.
In particular, the Contractor is instructed to ensure general safety at trade fairs and events within the framework of the general traffic safety obligations and the special obligations as the operator of a place of assembly in the halls, passages, transitions, entrances and in the outdoor area used.
The highest level of safety must be guaranteed for all exhibitors, stand builders and visitors. They are to be provided with competent advice and support in matters of safety across all phases of an event. The aim is to give them the feeling of maximum security during their stay. Special consideration must be given to the needs of people with disabilities and international guests.
The Contractor must deploy and provide personnel accordingly for this purpose. In addition to carrying out security tasks, it must also be able to provide qualified information and assistance.
The provisions of the Umbrella and Wage Collective Agreement for the Security and Security Industry of North Rhine-Westphalia and the provisions of the Collective Agreement on the Regulation of Minimum Wages for Security Services in the currently valid version apply.
The regulations of the current version DIN 77200-1:2022-10 and DIN 77200-2:2020-07 (Security services (SDL) for events with special safety relevance) (hereinafter referred to as DIN 77200) and DIN EN 15602:2008 continue to apply to the lot.

Fire safety guard serviceThe fire safety guard service is responsible for the early detection of a possible fire and the initiation of appropriate countermeasures during the event.
A fire safety guard service in accordance with § 41 SBauVO is commissioned and appointed by Koelnmesse.
Koelnmesse has received a decision from the Cologne professional fire brigade to carry out the fire safety watch with its own forces.
The deployment of forces is planned on the basis of the risk assessment and coordinated with the responsible authorities.
For the implementation of the fire safety watch service, the vfdb leaflet MB 13-06 is used.
Explosives DetectionFor the qualified handling of abandoned objects, an explosives detection facility is regularly provided on standby at events on the exhibition grounds.
Primarily, this is a dog handler with two explosives detection dogs (SSH).
If suspicious objects are found, the explosives detection department is alerted by Koelnmesse's Security Group, the Situation Centre or the Security Centre.
The discovery area is cordoned off and secured by the existing forces. The explosives detection team must arrive at the scene within 10 minutes to examine the object. It must be possible to confirm or rule out a suspicion on site without any action on the object and without significant waiting times. If the suspicion is confirmed, further measures will be taken by the police.
The explosives detection or the dog handler with the SSH will be used throughout the exhibition grounds in the area of all lots.
The decision to commission explosives detection is made on a trade fair-by-trade fair basis after a risk assessment.
It is possible to call up for guest events.
Disruptions to the course of events must be kept to a minimum. In such operations, the Contractor must cooperate closely with Koelnmesse's Security Group and, if necessary, with the state security services such as the police, etc.
Investigative ServiceThe investigation service performs prevention, observation and administrative tasks during the set-up phase, during a trade fair and during the dismantling phase. During these phases, among other things, counselling services (theft prevention) as well as support and recording of injured persons/property/organisations must be carried out. The management of lost property/stolen goods is also the responsibility of the team deployed. The Investigation Service supports law enforcement authorities, e.g. in plagiarism investigations. In addition, documentation in the event of property damage and accidents is part of the tasks.
Medical serviceThe ambulance service is responsible for medical emergency response at events on the Koelnmesse grounds. The main task is to relieve the regular ambulance service in the case of minor injuries and illnesses and to shorten the treatment-free interval in medical emergencies. In medical emergencies that require further treatment in hospital, the emergency services are alerted immediately, in a targeted manner and the patient is admitted to the scene.
In less severe cases, further treatment of patients may be required in Koelnmesse's medical centres. Transports to the medical centres on the exhibition grounds are the responsibility of the medical service. The Medical Centres also serve as a point of contact for the treatment of minor injuries and illnesses. The tasks arising in this context must be carried out by the personnel deployed within the framework of their respective qualifications.
All internal emergency calls on the exhibition grounds are made at Koelnmesse's security centre. The security centre receives the emergency calls and forwards the reports to the medical service. If necessary, further measures or alarms are initiated by the security centre in accordance with emergency management.
The implementation of emergency transports to hospitals is the exclusive responsibility of the regular ambulance service. The ambulance service coordinates with the control centre and coordinates possible transfer points on the Koelnmesse site.
