The Contracting Authority has the duty of care to build up an Emergency Stock of sufficient Purchase Materials (swabs) to be able to carry out the necessary, necessary tests in a pandemic situation. The Contracting Authority proactively monitors shortages and purchases them.

The Contracting Authority wishes, by concluding a maximum of two Framework Agreements, to be able to provide sufficient Purchase Materials. The purchased products are delivered and supplemented in the Emergency Stock, in order to be able to make them available to the Dutch diagnostic chain in case of emergency.
