Finland's Sustainable Growth Programme (EU Recovery) aims firstly to increase the energy efficiency of buildings and reduce carbon emissions.
The second objective is to transform the construction sector into low carbon, taking into account changes in industries such as sustainable development, digitality, internationalisation and changes in movement, ownership, lifestyle and working life. Legislation guiding construction is being developed through MRL reform to become low-carbon and digital the knowledge base. In addition to legislative changes, there is a grant for investment under the Low Carbon Built Environment Programme. The Low Carbon Built Environment Programme consists of three (3) entities: 1) Business Finland's RDI Programme (32 million). EUR), (2) Contribution in the Ministry of Environment (6 million) EUR) and 3) Business Finland's programme of projects to support international cooperation (2 million. EUR).

This acquisition is subject to either one (1) principal responsible project manager or team. The mission of the Project Manager/Team is to promote and promote the Low-Carbon Built Environment program for real estate and construction, and to engage the actors strongly. The purpose is to share information on the Less-Carbon Built Environment Programme and to interact in the field so that the potential of Finland's construction sector can be fully exploited in the EU recovery. The aim is for innovative low-carbon activities and product development, for example low-carbon concrete, which could contribute not only to the fight against climate change, but also to the export of new low-carbon construction products to the EU internal market. The service shall include the following subsets:
— Commitment of players in the field to cooperate
— Coordination of communications in cooperation with the Ministry of the Environment and Business Finland; a separate communication agency can be subcontracted to the communication
— Planning and organizing events
— Networking of pilot projects and promoting communication.
As a result of the service, the supplier will provide for the subscriber's use of the results of the various sections with an interim and final report.
In support of the project manager/team, a project coordinator is hired at the Ministry of Environment to take charge of the responsibility of the Ministry of Environment's support programme, as well as expert resources for financial matters.
