Hollola Central Quarters Developer Partner Choice

Hollola Municipality (hereinafter referred to as the “Procurement Entity”) will organise a tender for the selection of a developer partner at the first stage to develop a concept for the development of the central blocks of Hollola Municipality (development stage). Comprehensive development will continue beyond the development stage to the implementation phase, because as a further opportunity, the contract will include the right to the execution phase (including the design reserve).

The tendering process shall be organised as a negotiation procedure.

The project is more accurately described in II.2.4 below) Description of the acquisition.

The acquisition will be subject to the selection of a developer partner at the first stage to develop the development concept for the central block of Hollola Municipality. This is a comprehensive development, which at the first stage means a specialist service (development phase), where a competent and idearic actor is seeking to develop the concept of central blocks to enliven the Hollola Municipal Centre and get new activities in the area. Comprehensive development will continue beyond the development stage to the implementation phase, because as a further opportunity, the contract will include the right to the execution phase (including the design reserve). This is an option for both the municipality and the developer partner, in the sense that each party has the right to withdraw from the project (exit) upon completion of the development phase, in the event of plans drawn up during the development phase or the conditions or external elements decided by the municipality ( e.g. conservation decisions) is due to the fact that the party to the contract does not consider the project to fulfil its objectives. This means that the implementation will be decided separately, and of course the importance of the municipality will be given to how the plans meet the objectives set by the municipality. Plans should be drawn up in such a way that they are feasible from commercial starting points, however, taking into account what has been said about the possible role of the municipality as a tenant.

The municipality decides separately on its participation as a potential tenant in the project. The municipality aims to make decisions about its becoming a potential tenant during the negotiation process, which is effectively during the autumn of 2021. This means that the municipality's presence in the project in this role will be aimed at determining prior to the publication of the final call for tender. At the procurement notification stage, those interested in the procedure must take into account that either option — hence the fact that the municipality becomes a tenant under some conditions - is possible.

The developer partner will be selected based on the selection criteria, where the main focus will be on the versatility, prejudice, aesthetic, commercial and economic feasibility of the concept idea included in the offer, as well as its importance to the life of the municipality and in terms of the objectives set for the development of the block area. The selection criteria will be specified after negotiations in the final call for tender.

Attached to the request for participation (Annex 1) is a memorandum detailing the background and objectives of the acquisition and the stages of the procurement procedure.
