In the context of an optimal design of the public domain and the promotion of the use of public transport, the municipality of Merelbeke wishes to issue a new assignment for advertising street furniture (shelters at bus stops and planning and information boards). In exchange for the exclusive right to advertise the shelters and the signs, the municipality asks in the new agreement with the publicity company for an annual flat-rate fee, to be indexed annually on the basis of the consumer price index.
The existing agreement concerns 21 advertising shelters and 12 publicity planning / information boards.
The new agreement concerns 34 publicity shelters and 12 publicity planning/ information boards.
On request, the municipality can order the installation of publicity shelters and publicity planning / information boards in other places during the term of the agreement.
A number of publicity shelters are located along the N444 regional road. Its placement is subject to prior approval by the Flemish Region (Agency for Roads and Traffic). If approval cannot be obtained for certain shelters, the contractor cannot claim compensation for this.
In particular, the assignment shall include:
- the preparatory works for the installation of the publicity shelters and publicity planning / information boards;
- the installation of the necessary foundations and anchors;
- the supply and installation of the advertising shelters and advertising planning / information boards, including the connection to the utilities and the necessary coordination in this regard;
- all adaptation works necessary to the public domain for the placement of the advertising shelters and publicity planning / information boards in accordance with standard specifications 250;
- the regular maintenance of the advertising shelters and advertising planning / information boards and their immediate surroundings (offering a maintenance contract);
- repairing / renewing damaged shelters;
- the delivery of city plans and the application of city plans or the like (if desired by the municipality);
- on behalf of the municipality, the temporary relocation, removal and relocation as a result of works on the public roads (at the expense of the contractor ). All other movements or relocations at the request of the municipality are at the expense of the municipality;
- the permanent removal of the publicity shelters, the publicity shelters and publicity planning / information boards at the end of the contract;
- all adaptation works necessary to the public domain in the removal of the publicity shelters and publicity planning / information boards in accordance with standard specifications 250.
Advertising planning / information boards:
Currently, there are 12 publicity planning/information boards.
The locations are determined in consultation with the municipality. A list of current planting points shall be attached to these specifications.
Any new locations or relocations will be determined in consultation with the municipality. The tenderer may always make a proposal when submitting his tender.
One of the two sides of each publicity plan / information board is reserved for advertising advertising by the contractor and must be carefully maintained and (affixed) by the assignment holder. The other side is reserved for the municipality.
The reuse of the existing planning / information boards will not be allowed. All existing signs need to be replaced.
Shelters with publicity rights:
The municipality wishes to offer the public a pleasant waiting place when waiting for the bus.
