Sarastia Oy's Procurement Unit requests offers to its customers on the subject materials in accordance with the tender documents.
Products to be competitive include educational materials used in pre-primary and primary education and their AV materials (P textbooks), secondary education materials and their AV materials (J - textbooks) and educational materials for adult education and their AV materials (K textbooks).
The acquisition is divided into the following subentities:
1. Pre- and basic education printed and digital learning materials and related AV materials
2. Secondary printed and digital learning materials and related AV materials
In 2020, approximately 85% of materials have been ordered during the cancelled order period. Additional orders since the basic order period have accounted for about 15% of orders.
Competition is carried out through an open procedure on the basis of which one (1) bidder with the highest score is selected for each subset as a contract supplier. The same provider can be selected for several subsets.
The basis for the selection of competition is the overall economic affordability of the weight of the price at 100 points. If more bidders receive the same score, the contracting entity will value the complaining bidders. The draw is an accepted custom in case law.
The contract period is indefinite. The contract's termination period is six (6) months for both parties and the Sarastian customer entities committed to the acquisition. Users of the contract have the right to terminate only from the desired subsets.
The contract period begins no earlier than February 1, 2022 or after the acquisition decision has obtained the force of law. Entities associated with the agreement (see contractual base) will enter the scope of the contract after the termination of their existing agreements.
