The contract subject to the consultation is for the acquisition of computer equipment: workstations, laptops and tablets; these equipment is intended for high schools in the Grand Est Region, the colleges of the Department of Meuse and the European Community of Alsace (about 406 establishments) as well as the internal services of the Grand Est Region. In this context, the Region, the Department of Meuse and the European Community of Alsace met in a grouping of orders; the Grand Est Region is the coordinator. The services are broken down into three batches: workstations, Windows mobile devices and Google and Apple mobile devices.

Each lot will be contracted in the form of a multi-award framework agreement at the rate of four holders per lot and will be executed through subsequent annual contracts. These framework agreements will be concluded without minimum or maximum, in value or quantity.

The market includes the supply and eventual installation of approximately 9,500 workstations, 4,000 screens, associated accessories each year, and the mastering of about 5% of workstations. As IT equipment requirements are recurring, the corresponding subsequent contracts will be launched annually.

The market includes the supply of approximately 1,500 laptops each year, associated accessories and possibly the installation of storage cabinets for batches of 20 laptops. As IT equipment requirements are recurring, the corresponding subsequent contracts will be launched annually.

The market includes the provision of approximately 1,000 Android and IOS tablets each year, related accessories and MDM (tablet supervision software) solutions; the possible installation of mobile trolleys (for mobile classes of 40 tablets) and training on the use of MDM. As IT equipment requirements are recurring, the corresponding subsequent contracts will be launched annually (each annual subsequent contract is likely to meet the need of only one member of the order group).
