General description:
Since the construction of the Staatsbibliothek zu Berlin, Haus Potsdamer Straße, technical requirements, user behaviour and library workflows have changed fundamentally. The building construction built in the 70s as well as a large part of the interior are in need of renovation. The building services systems have to be renewed after decades of intensive use. Due to the cubature of the building, the construction project "Basic Repair of the State Library" will be carried out in two construction phases. In addition to the work in the book tower, the first construction phase includes the preparation or construction of five different interim buildings for the purpose of clearing construction, including two interim new buildings. Only the two interim new buildings are part of the contract to be awarded here.
The 7-storey interim new building (floor area approx. 40 x 40 m) in Potsdamer Straße (Interim Potsdamer Straße, IPS for short) is to be used to accommodate the employees of the Staatsbibliothek. It serves as an office/administration building with a public usage area on the ground floor.
The 5-storey interim new building (floor area approx. 30 x 30 m) in Tiergartenstraße (Interim Tiergartenstraße, ITG for short) is to be used to accommodate the employees of the Ibero-American Institute (IAI) and the headquarters of the SPK. In addition, reading places for visitors and an event area will be provided in the ITG, so that the IAI can also be used as an information, research and cultural centre during the basic renovation of the existing building.
The design planning for the entire project is currently underway. The budget approval of the design document construction (1st part, interim buildings) is aimed for 2023. The construction of the two interim new buildings is to be carried out in cooperation with a general contractor.
Furthermore, certification according to the "Sustainable Building" guideline and the underlying Sustainable Building Assessment System (BNB) - system variant BNB-BN V2015 is intended for both interim new buildings.

Performance profile
Contract planning services for buildings and interiors, work phases 6-9, are to be commissioned for the interim new buildings in Potsdamer Straße and Tiergartenstraße.
Furthermore, object planning services for outdoor facilities, work phases 6-9, are to be commissioned for the outdoor facilities of the interim new building in Potsdamer Straße.
The basic services to be provided and special services are specified in the contractual annexes to § 6. The assignment should be carried out gradually and individually for the above-mentioned buildings. Initially, it is planned to commission performance level 3 (LP 6-7). Further services will be called up successively as the project progresses.
Start / end of service provision:
NOTE: Orders will only be awarded after approval of the 1st part EW construction (expected in Q3/2023)
Handover of the buildings according to section H RBBau:
approx. Q3/2026 (for ITG) or Q4/2026 (for IPS)
Leistungsende:
with completion of the property management after the expiry of the limitation periods (approx. 2031)
A gradual award of the services is planned. However, there is no legal claim to the transfer of all services.
