Project management service provider for the eastern border barrier fence

The barrier fence on the eastern border consists of the actual fence, the road next to it and the technical control system. The barrier fence will be built over a distance of approximately 190 kilometres along the 1,300-kilometre-long eastern border. Managing and managing the scope of the project and several simultaneous design and construction projects along the eastern border is a very demanding task. The service provider is expected to have experience in project management of chain-like earthworks projects and in the design of electrical and monitoring systems.

The construction of the barrier fence will take place between 2023 and 2026 and will be carried out in three phases: Prio 1, Prio 2 and Prio 3. Prio 1 and 2 are each more than one-third of the project and Prio 3 about a quarter of the project.

The tasks of this procurement begin with the tendering of contracts and procurements for the implementation of Prio 1, as well as construction management and planning of the Prio 2 phase. In addition, the procurement includes possible complementary planning for the construction phase of the Prio 1 phase plans drawn up on behalf of the client.

In procurement, a project management service provider will be put out to tender as a single procurement entity for the following tasks:

- construction consultant; project management, design and financial control, procurement, construction management and supervision, excluding safety planning, construction management and supervision (HJR)

- master design (RAK)

- foundation and structural design (RAK)

- geo-engineering (GEO/GROUNDSTUDY)

- terrain modelling (GEO), of which approximately 30 km will have to be modelled in terrain

- design of border and connecting roads (GEO)

- electrical design (TATE)

- environmental specialist (YA)

In addition, the service provider acts as the client's assistant in the following tasks:

- completion of tasks in the pilot phase

- separate procurements of the client, such as fence elements and gate structures

- tasks related to land acquisition and permits (for Prio 1-3 sites, the Client is responsible for land acquisition)

- tasks related to environmental impact assessment and permitting

- routine inspections of safety clearances and maintenance of a register of safety clearances
