The contract governed by this general report concerns the veterinary services of stray dogs and free cats found by the contracting authority (Municipality of Messina) who have been injured, or injured, or in state of suffering on its territory pursuant to Law 281/90, Regional Law 15/2000, the Veterinary Police Regulations approved by D.P. R. February 8, 1954 n. 320 and following mm. ii. and in general all the legislation the current regional regulation governing the subject matter of the contract.
The Economic Operator, during the days from Monday to Sunday, from 00:00 and 23:59, must guarantee first aid to animals that are injured, or injured, or in a state of suffering. After the necessary veterinary examination, the Economic Operator must assess whether it is possible to discharge the animal, or if it needs further care. In this case, the Economic Operator must:

1. DESCRIPTION
The contract governed by this general report concerns the veterinary services of stray dogs and free cats found by the contracting authority (Municipality of Messina) accidented, or injured, or in a state of suffering on its territory pursuant to Law 281/90, L.R. 15/2022, the Veterinary Police Regulation approved by D.P. R. 8 February 1954 n. 320 and ss. mm. ii. and in general all the regional legislation in force governing the subject matter of the contract.
The Economic Operator, during the days from Monday to Sunday, from 00:00 and 23:59, must guarantee first aid to animals that are injured, or injured, or in a state of suffering. After the necessary veterinary examination, the Economic Operator must assess whether it is possible to discharge the animal, or if it needs further care. In this case, the Economic Operator must:
- admit the animal to be treated in its veterinary clinic;
- submit the animal to the tests it considers necessary;
- to subject the animal to the necessary treatments.
The above, until the recovery, or stabilization of the animal and its consequent discharge, with any veterinary prescriptions.
The hospital stay is considered, for the first three days, connected to an emergency service, for the following days, as a long stay.
Discharge can also take place with conditions of pathology compatible with the hospitalization of the animal in a health shelter, at the care and expense of the Municipality, explicitly meaning that, in this structure, care is not include intravenous treatments.

2 PRICE REVIEW
This contract does not provide for the revision of prices and the first paragraph of Article 1664 of the Civil Code does not apply.
The only percentage discount offered by the Contractor during the tender procedure for the award must be applied to the prices indicated in the cost estimate.
The aforementioned prices remain fixed and invariable for the entire duration.
4 LEGISLATIVE REFERENCES
The Company is required to comply with all existing regulations, regarding work, safety, techniques and site reporting, in particular the New Procurement Code — Directive 2004/18 EEC of European Parliament and its transposition and Italian provisions pursuant to Legislative Decree no. 50/2016 and Presidential Decree no. 207/2010 for the parts still in force.
However, it should be understood that all the norms or laws mentioned or not mentioned, reference is made to the latest edition at the time of execution of the services for the category of competence and therefore in force in that precise moment.
5. THE CHRONOPROGRAM
The duration of the service is one years. The economic operator will have the obligation to continue the service, under the same terms and conditions, until the Municipality has provided for the construction of a municipal veterinary clinic for dogs and cats ( final project already drawn up) or in any case it will not have stipulated a new contract and in any case no later than one year from the expiry of the contract.
6. COST ESTIMATION
Regulatory reference: Ministry of Health Decree no. 165 of 19.07.2016, referred to in table a) pursuant to art. 2, paragraph 1.
The unit cost for the hospital stay, for which the unit cost is expected is:
50 €/day per animal to which the stay is provided, for the first three days;
27 €/day per pet, for the days following the third and up to the seventh;
18 €/day per pet, for the days following the seventh and up to the twenty-first;
10 €/day per pet, for the days following the 21st.
As far as litters are concerned, a total cost of €50 per day per litter (including mother) will be paid for the period of stay.
For the prompt availability service, to be provided daily, there is no specific compensation, nor a unit cost increase on the services that will be provided.
