The intention of this invitation is to procure a new core system (ILS/library system) as well as a collaboration partner for and deliveries of new communication systems (public facing solutions, advanced webpages, solutions for recommending content/activities/offerings).
Tenderers can choose whether they will apply to be qualified for one or both sub-deliveries. This must be clear in the qualification application.
The procurement consists of two sub-contracts:
• Sub-contract 1: Core system (ILS/library system)
• Sub-contract 2: Communication systems (public facing solutions, advanced webpages, solutions for recommending content/activities/offerings)
This procurement covers a considerable number of libraries with affiliation agreements (see the overview in the two attached files, as well as information in the contest documents).
Procure a commercial core system that replaces KOHA (ILS/library system) that collaborating libraries can also choose to use. The new core system must see to the processes that the contracting authority has managed to make more efficient and improve that are connected to, for example, cataloguing and the use of rich meta data.
Enter into a partnership with a tenderer that can develop communication systems based on the contracting authority's established system portfolio for this (reuse ideas, concepts, and user insight). The contracting authority has used considerable resources over many years to come up with the new innovative communication systems, and would like to share experiences, competence, ideas, etc., with a partner that will see to the development, management, and further development of the systems in the future for the contracting authority, collaborating libraries, and other actors, (in other words, a commercialisation of the product is expected). In the introductory development work, the contracting authority and collaborating libraries expect to have good influence on the tenderer's design of the system and implementation. Based on the contracting authority's considerable use of resources and developed competence/experience in the field, our competence contribution in the development work is expected to be taken into consideration in licence prices for the contracting authority for the product.
The contracting authority has ambitious goals for new digital systems, and is looking for one or more tenderers that can join us on the road to reaching these goals.
