Plus Dane Housing is seeking to appoint service providers to enter into Framework Agreement to provide Repairs, Remodelling and Refurbishment Works



Plus Dane intends to enter into a Framework Agreement with up to 3 Service Providers for a period of 4 years. This will act as the umbrella agreement and establish the terms and conditions for contract award. The delivery contract will be the JCT Intermediate Form of Contract with Contractor's Design 2016 Edition as further amended as set out in the ITT.

The volume of work to be commissioned as part of this Framework Agreement cannot be precisely determined, however it is anticipated that the majority of this refurbishment Framework Agreement will be utilised to deliver the remainder (phases 2, 3 and 4) of the ‘Welsh Street’ refurbishment programme in the Toxteth area of Liverpool.

The full Welsh Street programme covers the extensive remodelling and refurbishment of 127 properties, many of which have lay empty for a number of years, to create 99 affordable homes. Phase 1 comprising of 26 properties has now been commissioned and is being delivered, with the remaining 73 units being delivered through this Framework split over three phases. It is expected that works will be called off in small batches of approximately 5-6 properties at a time, with each batch forming its own contract using the JCT Intermediate Form of Contract with Contractor's Design 2016 Edition as further amended as set out in the ITT. There is a likelihood that property addresses may change after each contract is called off and the Framework Agreement requires flexibility with its appointed partners to support an agile approach.

Works are planned to commence in November 2018, therefore Tenderers are advised to only bid if they can support this date.

Works will be called off from the Framework Agreement through a mix of Direct Awards and Mini Competitions. Candidates who enter into a framework as a result of this procurement exercise will be eligible to provide the services described in this OJEU notice. Where Plus Dane requires the services these will be awarded in accordance with the Framework Agreement.

This Framework Agreement is not solely for the use the use of Welsh Streets and Plus Dane reserves the right to utilise this Framework Agreement for any properties within their geographical footprint to deliver the services listed in the OJEU Notice. The work issued in the final year of the Framework Agreement may extend in to a 5th year.

Tenderers should note that the Framework Agreement does not give any guarantee of any work being called off, nor does it grant exclusivity to a particular Service Provider.
