Implementation of a route management solution for the collection of waste by a fleet of vehicles.
The BEP Environnement uses a GPS fleet management application for vehicles for collecting and locating glass bubble sites. This application makes it possible to carry out a collection circuit using hardware equipment on board the vehicles (navigation, verbal communication or short messages between the driver and the logistics center) and to monitor these vehicles at the logistics center. This app needs to be replaced.
BEP's strategy is to evolve towards flexible and open solutions. The choice of a software solution in SaaS mode was made and is the subject of these specifications.
The objective of the public contract is to have a technical solution that will:
- manage “collections”, that is to say the circuits made to collect a type of waste;
- manage routes (that is to say collections carried out on a given date) and their operational planning (routes, vehicles, driver, loaders);
- allow the monitoring of routes in real time;
- have collection data (positions, routes, events, etc.);
- allow the optimization of routes;
- ensure the adaptation of existing interfaces while respecting the architectural prescriptions of the BEP;
- explicitly meet the quality criteria for IT systems relating to reliability, performance, compatibility, maintainability, transferability, security and usability;
- respect the BEP information system security policy.
The scope of the project:
- the scope includes the provision of data via API in an ESB architectural model in order to be able to exchange information with the existing business applications of the BEP.
Unless otherwise specified, project and department meetings, workshops and training will be held in premises designated by the contracting authority, and located in Floreffe, Ciney-Biron and Philippeville-Vodecée. Integration and configuration services may be performed at the premises of the successful tenderer.
