This contract concerns the project management mission for roads and public spaces for the urban renewal of Arts Fleurs-Feugrais. The Rouen Normandy metropolis, contracting authority of the ANRU operation "Overall development - creation and restructuring of roads" and the town of Cléon contracting authority of the ANRU operations "Overall planning Cléon Nord" and "Planning 'Ensemble Fleurs-Feugrais' commonly wanted to have a contract for project management of roads and public spaces common between the two legal entities. This choice required the establishment of a delegated order grouping agreement at Rouen Normandie Aménagement as part of the management of the two mandates. The project management project for roads and public spaces will therefore be a single market on the basis of an overall program, only the billing system will be dissociated between the two entities.
