The Legal Register Centre invites tenders in accordance with this invitation to tender and its appendices.

The contracting entity in this procurement is the Legal Register Centre. The Client's Customer is the Department for Democracy and Public Law of the Ministry of Justice.

The target of the procurement is the Basic and Human Rights Indicator Service, which is procured as a comprehensive service. The acquisition includes PIO-

service creation during a delivery project. The overall service includes updating indicator data and operational, application maintenance-

and the provision of support services. After the delivery project, the Customer has the opportunity to order separately defined work for the service

development.

The service to be implemented during the delivery project includes the following entities:

-A website on indicators through which indicators can be viewed, searched and filtered. Site information

an overall picture of the fundamental rights situation in Finland can be formed. The site must be accessible, secure and also

mobile-enabled. The implementation can be a customer-specific or configurable SPA application

-A backend system that includes the functionalities needed for content production, management and publishing

-Tietovaranto

During the delivery project, a Proof-of-Concept entity is implemented to ensure the functionality of the solution and

appropriateness.
