The National Audit Office of Finland (hereinafter referred also as “NAOF”) and the Parliamentary Office (hereinafter referred together as “the Contracting Authority”) announced a request for tenders of an economic data analysis and database service.
The NAOF and the Parliamentary Office carried out a joint procurement in order to procure an economic data analysis and database service from the same supplier.
The purpose of the system is to speed up and simplify the information retrieval work of financial analyses and comparisons.
The Contracting Authority procures two (2) licenses for the NAOF and one (1) license for the Information Service of the Library of Parliament (hereinafter "the Parliamentary Research Service") to the Software Service described in the tender documents.
The contracts were done separately for the NAOF and the Parliamentary Research Service. According to the Call for Tenders, the Contracting Authority reserves a right to sign only one of the contracts or none of the contracts, e.g. if it considers that the price is too high or if the Software Service does not meet the Contracting Authority's needs, or for any other reason. If only one contract is signed (either concerning the NAOF or the Parliamentary Office), the Contracting Authority reserves the right to sign the other contract later at any time during the contract period using the terms and conditions based on the Call for Tenders and its Annexes and the winning tenderer's tender and its annexes.
Furthermore, according to the Call for Tenders, in addition to the planned (which is now: procured) numbers of licenses, both the NAOF and the Parliamentary Office reserve an option to procure up to three (3) additional licenses to the Software Service described in the tender documents. In other words, the Contracting Authority's option is altogether three (3) + three (3) = six (6) additional licenses. All the planned and/or mentioned numbers of licenses are only estimations, and the Contracting Authority has no obligation to procure any licenses.
According to the Call for Tenders, the additional licenses can be purchased at any point during the contract period. The Contracting Authority reserves a right to remove some or all of the additional licenses from the contract at any point during the contract period with three (3) months’ notice.

The contract period is one (1) year. After the fixed one (1) year contract period, the contract is valid until further notice. After the one-year fixed contractual term, the Contracting Authority may terminate one or both of the contracts with three (3) months’ notice and the Supplier with six (6) months’ notice. The notice of termination must be issued in writing. The Contracting Authority may terminate one or both of the contracts also during the fixed contractual term. If the Contracting Authority gives notice of termination during the fixed contractual term, the contract(s) shall terminate when the fixed contractual term ends. For the period after the end of the contract period, the Contracting Authority is not obliged to pay any license fees.
According to the Call for Tenders, as a result of the procurement, the Contracting Authority will award the contract to one (1) supplier.
