In particular, the contract tendered includes the following:

- Installation of new heat meters (approx. 5,000) during the implementation period
- Delivery ex datahjemtagningsinfrastruktur
- Operational system for decryption and integration of data to Kalundborg Heat Supply systems (the repatriation system)
- Delivery of new heat meters (approx. 350) after the end of the implementation period
Kalundborg Varmeforsyning (hereinafter "Contracting Entity") works to renew and optimize the district heating supply for the benefit of existing and future heat customers through increased use of data in the work and decision-making processes. The contracting entity therefore wishes to purchase a flexible meter and data retrieval infrastructure that matches the requirements for data retrieval for a wide range of different applications. With a flexible metering and data retrieval infrastructure, the Contracting Authority demands an infrastructure that can handle growing and new requests for data use throughout the lifetime of the infrastructure. Under the heading "Data home to the door", Ordregvier therefore offers metering and repatriation infrastructure for repatriation of consumption data, as a total supply.
In particular, the contract tendered includes the following:

For a period of 8 years from the end of the implementation period, the Contracting Entity has the right to order meters from the Total Supplier.
Tenderers shall submit tenders for at least one of the following combinations, the invitation to tender being conducted in a parallel procedure:
- Combination 1: Battery-powered meters + operating agreement on the data retrieval infrastructure
- Combination 2: Power-supplied meters + operating agreement on the data retrieval infrastructure
- Combination 3: Battery-powered meters + sales of the data retrieval infrastructure
- Combination 4: Power-supplied meters + sales of the data retrieval infrastructure
The tenderer is free to tender for one, several or all combination options. At the same time, a tenderer may submit several tenders for the same combination solution if the tenderer considers that the combination solution can be fulfilled with different technology.
The contracting entity has considered the possibility of splitting the tendered contract, but has opted out of this, as a division is expected to result in a number of inappropriate technical and legal interfaces, resulting in financial risks and transaction costs.
The tender is conducted as a negotiated procedure in accordance with the Utilities Directive. For the record, it should be noted that during the initial tender phases, the Contracting Entity considers itself entitled to negotiate all tenders, including tenders, which must be regarded as unconditional and/or contain reservations (also reservations about MK/basic terms in the tender basis). At the same time, the Contracting Authority reserves the right to shortlist each tender round, i.e. select a number of tenders/tenderers who can continue in the tender. Shortlisting is carried out on the basis of an evaluation of the tenders in accordance with the published award and sub-criteria. The contracting entity must shortlist at least two tenders.
www.udbuddet.dk is the electronic platform used for the implementation of the tender. The candidate/tenderer must therefore be established as a licensee with www.udbuddet.dk in order to participate in the tender.
