Development of guidelines for climate-neutral municipalities.

The development of guidelines for climate-neutral municipalities is methodological recommendations for municipalities seeking climate neutrality, they indicate how to calculate greenhouse gas (GHG) emissions at the municipal level, recommendations for monitoring and reducing the impact on climate change. Requirements for the development of guidelines: a methodology for calculating GHG emissions at the municipal level has been developed; at least 3 GHG calculation methodologies used in Europe and/or internationally have been analysed and reviewed; the most suitable GHG accounting methodology for Lithuanian municipalities has been developed, covering the following main sectors: energy, transport, industry, agriculture, waste and land use, land use change and forestry (ŽNŽNKM); developed recommendations on the information and data needed to improve GHG accounting at the municipal level in the future, using more accurate methods of GHG accounting; using the developed methodology, calculate the GHG emissions of one city and one district municipality (agreed with the Customer) in the energy, transport, industry, agriculture, waste and ŽNŽNKM sectors; a calculator for calculating GHG emissions at the municipal level (in the form of Excel or others) has been prepared, based on the developed methodology, etc. At least 2 Guidelines publicity events for municipalities must be organized. The deadline for the performance of services is no later than 6 months from the date of conclusion of the contract. Details are given in the terms and conditions of the competition.
