1. The subject of the contract is a comprehensive provision of municipal waste collection and management services from the owners of real estate on which residents live and on which there are summer houses or other properties used for recreational and leisure purposes, in the period from 01.01.2023 to 31.12.2023. The municipal waste collection service covers all inhabited properties located within the administrative boundaries of the Inowłódz Commune and equipping all owners of multi-family properties with containers for municipal waste, and owners of single-family properties with containers for unsegregated (mixed) municipal waste and bags for segregated municipal waste.
2. The scope of the contract shall be the collection and management of the entire municipal waste stream in such a way as to ensure that appropriate levels of recycling, preparation for re-use and recovery are achieved by other methods and that the weight of biodegradable municipal waste sent to landfill as part of the entrusted task is reduced.
3. The Contractor's duties include, in particular:
- equipment, free of charge and at their own expense, of the property declared by the Contracting Authority residing in single-family and multi-family buildings with the necessary containers (containers) for the collection of mixed waste, as well as the receipt of containers after the end of the contract;
- the equipment, free of charge and at their own expense, of the property reported by the Contracting Authority residing in single-family buildings with bags for selective collection of municipal waste, and in multi-family buildings in containers for selective collection of municipal waste, as well as the reception of containers after the end of the contract;
- collection and management of bulky waste, waste electronic and electrical equipment and used tyres during travelling collections.
Attention:
1. A detailed description of the subject of the contract is specified in ANNEX 9 to SWZ.
2. The Ordering Party recommends a visit to the Inowłódz Commune in order to assess on its own responsibility, cost and risk, all factors necessary to prepare the offer, price the contract and conclude the contract and perform the contract. The costs of the on-site inspection will be borne by the contractor.
Employment clause
Type of activities related to the implementation of the contract, which are subject to the requirements of employment on the basis of an employment relationship by the contractor of persons performing activities during the performance of the contract: activities related to driving vehicles, loading and unloading waste, office work.
Due to the nature of the contract, subject matter, requirements of the Ordering Party, it is impossible to publish all necessary information in the content of the advertisement, including in sections dedicated to additional information. Thus, the Ordering Party shall include in the content of the announcement references to the website on which the content of the Specification of the Terms of Procurement has been published with all the necessary data for the proper preparation of the offer: https://bip.inowlodz.pl/zamowienia-publiczne/zamowienia-publiczne-powyzej-130-tys-zlotych-2022 or https://miniportal.uzp.gov.pl. This is the position expressed in the opinion of the President of the Public Procurement Office: "Communication on the fulfillment of the legal norm resulting from the content of the (old) Article 41 of the PPL Act in connection with restrictions on standard forms for the publication of notices in the Official Journal of the European Union".
