Avinor AS - T-190652 New Tower System Oslo Airport (NeTSO)

Avinor will procure a new tower system, NeTSO – New Tower System Oslo Airport, supporting the provision of air traffic services (ATS) at Oslo Airport, with an option to include other larger airports in Norwegian territory.

This ATM system will be the air traffic controllers’ main tool to ensure situational awareness and manage traffic in a safe, efficient and sustainable way. The system shall provide functions such as aircraft and vehicle data management, air and ground surveillance processing and display, airport safety nets, airport coordination and optimisation, monitoring and control. Integration with several other ATM/ANS and airport systems will be crucial to achieve the intended purpose of the new system.

The purpose of the procurement

The Agreement applies to Avinor AS.

Avinor requests to purchase a new tower system, NeTSO – New Tower System Oslo Airport, supporting the provision of air traffic services (ATS) at Oslo Airport, with an option to include other larger airports in Norwegian territory.

This ATM system will be the air traffic controllers’ main tool to ensure situational awareness and manage traffic in a safe, efficient and sustainable way. The system shall provide functions such as aircraft and vehicle data management, air and ground surveillance processing and display, airport safety nets, airport coordination and optimisation, monitoring and control. Integration with several other ATM/ANS and airport systems will be crucial to achieve the intended purpose of the new system.

Implementation and conformity with current and new regulatory requirements, in particular the SESAR program, is an important factor in this procurement, and must be highly prioritised by the Contractor. A new tower system shall also support increased capacity and improved sustainability.

It is time to purchase a new tower system with close supplier cooperation and support, that enables Oslo Airport to maintain its position as one of Europe's best airports. The future is expected to involve faster technological development pace than the time we have behind us, and Avinor aims at establishing a close and long-term collaboration with a solid and trustworthy Contractor of our new tower system, that will develop and maintain the system throughout its life cycle. To reduce the operational risk, Avinor proposes to divide the implementation of the new tower system into sub-projects, as described in Annex 1 of the Contracts.

Avinor wishes to find the best solution to the challenges of the future together with the Contractor and requests this objective to be reflected in the answers to this tender.
