Description:

Confluence Project Urban Programming and Design Mission, Phase 3. The purpose of the Framework Agreement is to establish the terms governing subsequent contracts that may be concluded for the performance of the following services:

- subsequent contract 1: programming and urban design mission,

- subsequent contract 2: project management assistance mission for the consultation contributing to the definition of the project components and its communication,

- subsequent contract 3: coordination and updating mission of the urban project,

- subsequent contract 4: pre-operational requirements development mission,

- subsequent contract 5: design mission for public spaces,

- subsequent contract 6: detailed programming mission of the public equipment.

The framework agreement is concluded with a minimum amount of EUR 170 000 excluding taxes, without a maximum amount.

Redon Agglomération, the cities of Redon and Saint-Nicolas de Redon, launched in 2016, a concerted reflection on the future of the port districts, called since the project confluences 2030. A first phase of diagnosis, carried out in 2016 and 2017 , resulted in the formulation of the first orientations of the project in four main sectors. In 2018, a 2 of This consultation phase made it possible to mobilize local residents and stakeholders to share and enrich the initial orientations. It has led to the development of a guiding plan that reflects the shared ambition for the future of Confluences and builds on the strengths of the dialogue on 4 sectors of issues, partly flooded : the heart of town reconstituted with the island of Redon (30 ha); the district of La Digue and its marshes (80 ha); the district linking the station to the port and the outer harbor (130 ha); the marshes (260 ha).

The guidelines guide identifies the four major issues of the project: make water an asset; rethink mobility; reconcile residential attractiveness and heritage valuation; accompany economic and cultural transitions. It sets the framework, organizes and inspires the programming of public, private or associative projects known, planned or imagined. Today, the objective of the communities is to initiate a phase of definition of the urban project, in all its components, spatial and urban, programmatic and pre-operational. This is the purpose of this consultation.
