single-awarding framework agreement relating to the realization of general rainwater studies, feasibility studies / Acceptability and regulatory studies on the territory of the Auray Quiberon Terre Atlantique Community of Communes
This framework agreement with subsequent contracts covers the realization of general rainwater studies, feasibility / acceptability studies and regulatory studies on the territory of the Auray Quiberon Terre Atlantique Community of Communes.
The services described below may be entrusted to the economic operator holding the framework agreement under subsequent contracts which will be concluded subsequently depending on the occurrence of needs without these being exhaustive.
1. Diagnostic study and stormwater master plan / General rainwater studies:
- state of play,
- characterization of malfunctions,
- Establishment of an action programme and rainwater zoning,
- all studies to achieve the purpose of the mission defined in Article III of the CCTP.
2. Study of the transfer of competence of urban rainwater:
- definition of the procedures for implementing the transfer of competence,
- legal, administrative and financial support in the implementation of the transfer of urban rainwater management,
3. Feasibility study/field prospecting
4. Environmental regulatory studies:
- file of Brought to Knowledge,
- application file on a case-by-case basis,
- dossier for declaration or authorisation under the Water Act,
- request for a review prior to carrying out an impact assessment,
- Environmental impact assessment,
- Natura 2000 impact study,
- public inquiry file,
- file derogation from the "Barnier Law", the "Littoral" law or others...
- any other regulatory studies necessary in the context of rainwater management
5. Urban planning procedures:
- project declaration (and compatibility of urban planning regulations),
- easement application file,
- file of Declaration of Public Utility,
- public inquiry file,
- any other urban planning procedures necessary in the context of rainwater management.
The services that can be performed under this framework agreement are defined in the CCTP of the framework agreement.
The framework agreement establishes the terms governing contracts concluded on its basis, called “subsequent contracts”.
Subsequent contracts are intended to be concluded as and when needs arise. The general provisions are set out in the framework agreement and the specific provisions for each study will be indicated in each subsequent contract.
Written documents relating to subsequent contracts specify the characteristics and terms of performance of the service requested which were not fixed in the framework agreement.
the service provider or group of providers must have the skills necessary to provide the services, namely skills in:
- mission director,
-hydraulics
-civil engineering
- hydraulic modelling,
- environmental regulatory study (water law file, impact study, Natura 2000, etc.)
-town planning
- taxation-finance- asset data,
-Landscaping
- legal, state-owned and environmental law.
