The subject of the invitation to tender is the conception and implementation of a counseling service in accordance with § 16c Second Book of the Social Code (SGB II) for the Job Center Cologne.

The counseling service should serve SGB II service recipients who are pursuing full-time self-employment in a targeted manner in order to reduce or end their need for help in the short to medium term, or in the long term to handle unsustainable companies.

In order to meet the different needs of this heterogeneous group, an offer has to be developed from different elements and modules that can be combined flexibly, individually and as needed.

The offer components are to serve the development of an existing self-employment to a viable self-employment by purposeful imparting of knowledge and skills, the reversal of an incapable of self-employment should be supported in all matters.
