Services for the preparation of investment projects, cost-benefit analyses and applications for financing for projects are purchased. Public procurement consists of four parts:

Part I of the object of purchase – purchase of a fee for the preparation of investment projects with investment calculators in accordance with the publicly available requirements established by the Central Project Management Agency of the Public Institution;

Part II of the object of purchase – the purchase of a fee for the preparation of a cost-benefit analysis for investment projects;

Part III of the object of procurement – purchase of a fee for the preparation of project implementation plans (applications) for financing by the European Union Cohesion and Regional Development Funds;

Part IV of the procurement object is the cost of applications for project funding from the Connecting Europe Facility (CEF). CEF) preparation of funds for procurement.

When preparing investment projects with investment calculators, the service provider will be obliged to follow the publicly available requirements for the preparation of investment projects with investment calculators established by the Central Project Management Agency of the Public Institution. The customer will purchase the services as needed by placing service orders.

When preparing the cost and fine analyses of investment projects, the service provider will be obliged to follow the legal acts of the Republic of Lithuania (including the requirements established by the Central Project Management Agency of the Public Institution) regulating the preparation of investment projects and the justification of the social, economic and financial benefits of their financing.

When drawing up project implementation plans with the necessary set of documents for the financing of investment projects by the European Union Cohesion Fund and the European Regional Development Fund, the service provider will be obliged to follow the publicly available requirements of the legal acts of the Republic of Lithuania. The Customer will purchase the services as needed by placing service orders.

When preparing applications for funding with annexes to the Connecting Europe Facility funds, the service provider will be obliged to refer to the European Climate, Infrastructure and Environment Executive Agency (SUTR) of the authority managing the Connecting Europe Facility.
