The tender and the resulting framework agreements are a success when: Hiring managers of the water board can choose a suitable candidate within a short period of time. The hiring of flexible labour takes place lawfully. The contracting authority is relieved of its financial and contract management. The contractor is a good employer for flexible workers. Agreements between the client and the contractor are complied with. Contractor provides the client with correct and necessary information. These objectives have been translated into the definition of the contract, the requirements for its performance, the requirements imposed on tenderers in order to be eligible for the contract and the way in which the most economically advantageous tender is selected.
Temporary employment & secondmentAs a rule, this concerns temporary workers for positions up to and including scale 8, with the exception of bridge and lock keepers, for which a separate plot is included. Occasionally, there may be functions in scales 9 and 10. From scale 9 and in the case of specialist functions, the water board reserves the right to place applications in parallel with specialized agencies or to request them in the first instance outside the framework agreement. Even if a suitable candidate is not offered in time (for an explanation of the period, see the Programme of Requirements), the water board reserves the right to award the contract outside the framework agreement.
The starting point is that the contractor takes care of the recruitment and (pre)selection.
Given the number of temporary workers who have decreased in previous years (<10 temporary workers per year), it is expected that these numbers will also apply to the coming contract years. However, no rights can be derived by the tenderer from this statement. The organization is dynamic and constantly responds to changes in the environment.

Hiring Bridge and Lock KeepersDue to the specialist nature of these functions, which fall into scale 5, it was decided to place them in a separate plot. The following principles apply: The Contractor ensures that the complete schedule, after scheduling the client's own bridge and lock keepers, is filled with qualitative and sufficiently trained personnel (in accordance with training requirements, see program of requirements and wishes); In a training period, new bridge and lock keepers are supervised by an experienced bridge and lock keeper of the client. The start and duration of the training period takes place in consultation between the client and the contractor. During the training period, 50% of the hours worked will be invoiced to the client. After this, the bridge and lock keepers provided are placed independently on location, to operate the bridges and locks. The Contractor takes the entire work off the client's hands, i.e. from supplying bridge and lock keepers to administration in which the client is informed about the completed planning and only with new bridge and lock keepers the client is involved with regard to the training period. The Contractor provides a pool of at least 4 and a maximum of 10 bridge and lock keepers, who regularly (at least once a month on the object) run a service for the client.
