The call for tenders includes the procurement of expert services for five (5) areas:

5) Commercialization of innovations.
By submitting a tender in Part 1, the Tenderer can become an approved service provider for both analysis and growth, internationalization and renewal consulting.
The tenderer can be a business organization with a business ID or a private trader (business name).
The tenderer is invited to submit partial tenders. The tenderer may submit a partial tender for one (1) or more sub-tenders. A separate tender (parallel tender) must be submitted for each sub-area to be offered. The tenderer may submit only one (1) partial tender for each sub-area.

1 a) Analysis
Target group of the service: SMEs that have the conditions for continuous profitable operations and who want to systematically develop their operations. Companies can operate in the domestic or international market. The service is intended for companies that have established their operations.
Aim and content of the service: the service maps the current state of the company's business areas in relation to future goals. Areas to be mapped include finance, customers, services / products, production, marketing, distribution channels, management, personnel, recruitment needs, ownership arrangements, intellectual property rights, digitalisation, corporate responsibility, competitors and the operating environment. The end result of the service is a development plan, which includes an assessment of the company's development and / or internationalization opportunities in the coming years, as well as proposals for measures.
Implementation of the service: the entrepreneur or company management describes the current situation of the company in a preliminary task related to the application. The responsible expert gets acquainted with the pre-assignment filled in by the corporate customer and any other background material (eg financial statements) before the meeting. Based on this, the entrepreneur and the responsibility expert review the company's situation and future prospects and draw up a specific development plan.
Duration of Service: The duration of the service is generally one (1) consultation day / company. For justified reasons, the duration of the service may be two (2) days.
1 b) Consulting on growth, internationalization and reform
Target group: SMEs that have the conditions for continued profitable operations and that want to develop their growth capabilities and business skills in the domestic or international market. In addition, the target group includes SMEs that are or are coming due to internal or external factors due to a situation of change or change (eg ownership arrangements, change in the market situation or operating environment).
Aim: the aim of the service is to develop the strategic business competence of corporate management. The company will have a clear understanding of the company's competitive advantages, growth strategy, internationalization capabilities and business opportunities. The company's ability to prepare for changes and renew its operations will improve.
The service includes measures to:
- defining the strategic overall business situation of the company as an enabler of growth, internationalization and / or renewal,
- planning how growth, internationalization or change will be implemented and financed in the most cost-effective and profitable way possible,
- developing the company's financial management, planning and monitoring,
- directing the company's management to planned and long-term growth-promoting activities, foresight and its utilization,
- supporting and guiding business management in the management, planning, management and implementation of organizational change and strategy brought about by growth, internationalization and / or change,
- support change of ownership and ensure business continuity during the change of ownership.
The service must focus on the strategic development of the company. The service may not include, for example, the preparation of applications or agreements or other operational activities.
Implementation of the service: the service is implemented in cooperation between the accountability expert and the SME. The content and purpose of the service are defined in more detail in the order placed by the ELY Center for the service provider.
Duration of the service: the duration and content of the expert service will be determined by the needs of the SME. Target group of the service: SMEs that have the preconditions for continuous profitable operations and who want to streamline and develop their internal operations, look for digital solutions to support business efficiency or develop the responsibility of their business. Companies can operate in the domestic or international market. The service is intended for companies that have established their operations.
Objective: The competitiveness of the company's business will improve as the company's processes develop and / or the company is better able to take advantage of new technologies. Companies take sustainable development (ecological, economic, and social sustainability) into account in their operations.
The service includes measures to:
- developing work flow and production,
- improving the efficiency of the company's production and / or service or quality processes,
- developing production and service processes and their monitoring and management,
- identifying and developing the ecological, economic and social impact of the company's activities, taking into account its corporate responsibility,
- developing production and service processes to meet the requirements of international customers,
- identifying and developing the possibilities of utilizing technology and digitalisation in the company's operations.

Objective: the company's business will become more competitive by developing a marketing strategy, sales management or customer relationship management, and by utilizing digitalization.
The service includes measures to:
- guiding the company in strategic marketing planning,
- developing customer relationship management as part of a marketing strategy,
- developing the company's sales management,
- analyzing the importance, weight and usefulness of the various communication and marketing channels and designing marketing practices,
- development of marketing skills (eg pricing, productization, customer relationship management, employer image, distribution channels, operational processes, marketing organization),
- be directed to the cost-effective implementation of the planned marketing measures.

Objective: The competitiveness of the company's business is strengthened when the quality of management, the skills and motivation of the personnel or well-being at work are improved. The company's ability to implement successful recruitments will improve.
The service includes measures to:
- identifying and developing management and supervisory work,
- developing the company's recruitment skills as part of the company's human resources strategy,
- identifying the skills and training needs of staff in relation to the company's future objectives,
- mapping and developing the company's well-being at work.
The service must focus on the strategic development of the company. The service may not include, for example, the preparation of applications or contracts or, for example, assistance in negotiations or recruitment interviews or other operational measures. The service cannot include staff training.

Objective: Strategic thinking related to the development of innovations becomes more efficient and the company is better able to utilize innovations and turn them into a growing and successful business.
The service includes measures to:
- familiarizing business management with the protection, commercialization and / or management of innovations,
- familiarize business management with design or service design,
- assessing and developing the marketability of a new or renewed product or service,
- developing new business for the company, especially digital business.
Evaluate and develop the earnings and / or business model of an innovation-based company.
