Phishingsimulations- und E-Learning-Tool

The tender is a tool in the sense of a software application for simulating phishing e-mails and providing digital e-learning components for the areas of information security and data protection.

The tool is intended to support the sensitization of users to data protection and information security.

In addition, the client and its sales partners offer their customers the implementation of phishing simulation and awareness campaigns within the framework of service contracts. The tool has to support the implementation of this service. Each customer should have their own client within the tool. Customers may be enabled to use the tool for e-learning as Software as a Service within the framework of the service contracts.

The installation of the tool is located in the client's data centers.

By using a modular tool, the greatest possible synergies between phishing simulation and e-learning are to be created.

The tool must be able to manage and configure the above-mentioned modules phishing simulation and e-learning of the client and its affiliated companies as well as the customers separately from each other or together (possibility of implementing multi-client capability on the software side). It must be possible to obtain licenses for the tool regarding either only the phishing simulation or only the e-learning.

At the time of the call for tenders, it is planned to include the service offering described above in the product portfolio of the client and the sales partners. The inclusion as a service offer to customers is to take place as soon as possible after the contract has been awarded and implemented of the tool. At the time of the call for tenders, the number of customers of the client and Komm.ONE is estimated at 400 in the field of phishing simulation and 375 in the field of information security e-learning. This number of customers is expected to be reached in 2030. At the beginning of the service, a maximum of 30 customers in the field of phishing simulation and about 10 customers in the area of e-learning is expected. The advertised tool will be needed for internal use in any case. The use with an internal client for its own use by the client or an affiliated company must therefore be included in the initial scope of the delivery (minimum acceptance). Optionally, up to another client is to be created for another affiliated company and used for internal awareness training. There is no obligation to accept this additional internal client. In addition, 10 external clients must be provided per contract year (minimum purchase). It is not possible to predict the number of other external clients. Minimum or maximum purchase quantities do not apply in this respect.

The performance of the service shall commence on the day following the award of the contract. The contract term is four years plus two unilateral extension options by two years each on the part of the client.

In addition to civillent GmbH, its affiliated companies are also to be given the right to use the phishing simulation and e-learning tool.

In addition, the marketing and distribution of the tool as Software as a Service is to be carried out by the client and the sales partners to customers. This includes the marketing of the phishing simulation and e-learning tool as part of Komm.ONE's partnership in the GovDigital cooperative. This means that Komm.ONE distributes the phishing simulation and e-learning tool to GovDigital and GovDigital in turn distributes the tool to customers or the other shareholders of GovDigital. The other parts of GovDigital that receive the tool in this way must in turn obtain the distribution rights in order to be able to distribute the tool to their customers as Software as a Service.
