Framework agreements for services for operations, maintenance and new procurements of ventilation installations, process cooling, heat pumps and dehumidification, etc.
The procurement is divided into several geographical competition areas, as stated in the invitation, Part I.
The framework agreement shall cover all types of technical ventilation, process cooling and comfort cooling services, as mentioned in the main chapters from NS 3420.
To the degree that the delivery includes services, installations and components described in chapters NS 3420 W and 3420 X, they shall be included in this framework agreement. As stated in the invitation, tenders can be submitted for ventilation, comfort cooling, dehumidification and humidification for different and given geographical camp areas.
Call-offs on this framework agreement concept will mainly be call-offs for 2 different implementation models.
Forsvarsbygg must decide which model.
One model is call-offs for trade services.
The other model is call-offs for the turnkey contract model.
This will apply for each contract area:
— price List B1-A for trade services:
Concerns hourly rates for personnel and machines, mark-up, factors etc.
Price List B2 together with price list B1-A makes up the costs for individual installations, repairs and maintenance work.
Work that is ordered and based on these 2 price lists shall follow the rules in the framework agreement's Annex II-A, which regulates trade services,
— price List B2, tenderers' general price lists for materials for use in services, maintenance, alterations, investments in new site parts.
This price list is used for components that must be used for trade services.
— price List B1-B for turnkey contracts including engineering design responsibility:
Concerns hourly rates for personnel and machines, unit prices for different installations, materiel, mark-up, etc.
Work that is ordered and based on this price list shall follow the rules in the framework agreement's Annex II-B, which regulates contracts in accordance with the NS8407 standard. Forsvarsbygg's need is further illustrated in the items for which unit prices are requested, see unit prices that shall be given in the electronic tender module and that shall be priced in writing in the tender.
This framework agreement covers both new investments in, service for and renovation of air treatment, process cooling, comfort cooling, dehumidification and humidification.
Forsvarsbygg's buildings consist of a number of building types with technical installations that vary a lot in size, manufacturer and age, etc. There will be different needs in the different regions and it is therefore difficult to describe the full amount and type of aggregates, pipes, valves and other equipment.
Forsvarsbygg has prepared a simple description that covers the most probable installations and amounts, see price List B1-B.
The amounts are uncertain estimates that are based on the available maintenance plans. The amounts in price List B1-A, price List B1-B and the description shall be seen as a basis for the tender evaluation and as a price basis for later call-offs. Prices given in the tender will form the basis for settlements for provided services under the framework agreement, see the points on the price basis below.
