The purpose of the assignment is to gain a better understanding of the governance of sea level changes and central actors' experiences with this governance in three countries with which Norway can compare itself; that is, Denmark, the Netherlands and the United Kingdom. The purpose is not to provide a comparative analysis but rather a mapping of the governance and of the experiences that representatives of the authorities in the three countries have with the governance of sea level changes.

The contracting authority coordinates the climate adaptation work in Norway and commissions the updated knowledge base for sea level changes along the Norwegian coast. In this role, including through European collaborative networks, we are familiar with comparable work in other countries. We now wish to strengthen our insight into this work.
