The description of the Ordering Party's needs and the characteristics of supplies and services constituting the subject of the contract is included in Annex 1 to the Description of Needs and Requirements, which is also a list of minimum requirements regarding the description of the subject of the contract or the performance of the contract not subject to negotiations.
