By way of the award procedure, a web application will be procured with which, using digital tools, the planning process of the "Master Plan for a Climate-Neutral Metropolis Ruhr" will be mapped at municipal and regional level towards GHG neutrality.

From the status quo with the presentation of the energy and greenhouse gas balances as well as the presentation of the potential, to the planning of different scenarios based on CO2-reducing measures, to the evaluation and adaptation of scenario planning (in each case at the municipal level) - with the web application to be procured, the Ruhr Metropolis must be supported by a stable, user-friendly and meaningful planning tool.

The service to be awarded is the awarding of programming services whose complexity is not already conclusively and exhaustively described at the time of publication and therefore cannot be awarded without prior negotiations. The estimated value of the contract is above the thresholds relevant for the application of the VgV.

The award procedure is therefore carried out in accordance with the general provisions of the VgV as a negotiated procedure with a participation competition.
