The basis for determining the fee is the reported costs for the transport facilities and engineering structures:

Local construction supervision is offered as a special service in accordance with the HOAI 2021 and the following facilities listed in the HOAI 2021:
- Annex 12 (to § 43 (4), § 44 (5)) for civil engineering structures

An EC-wide negotiated procedure is carried out with a preliminary competition in accordance with GWB and VgV.
In the negotiated procedure with participation competition, the City of Karlstadt publicly invites an unlimited number of companies to submit applications to participate within the framework of a participation competition. Any interested company may submit a request to participate. With the application for participation, the companies provide the information required by the municipal authorities of the city of Karlstadt for the examination of their suitability.

The City of Karlstadt reserves the right to award the contract on the basis of the initial offers without entering into negotiations.
The City of Karlstadt ensures that all bidders are treated equally in the negotiations. In particular, it shall refrain from any discriminatory disclosure of information which could favour certain tenderers over others.
The City of Karlstadt shall inform all tenderers whose bids have not been rejected in text form in accordance with § 126b of the German Civil Code of any changes to the specifications, in particular the technical requirements or other components of the tender documents, which do not concern the determination of the minimum requirements and award criteria. Following such amendments, the City of Karlstadt shall allow tenderers sufficient time to amend their tenders and, if necessary, to submit revised tenders. The City of Karlstadt may not pass on confidential information of a bidder participating in the negotiations to the other participants without his consent. Such consent may not be given in general, but only in relation to the intended communication of certain information.
If the City of Karlstadt intends to conclude the negotiations, it shall inform the remaining tenderers and set a single deadline for the submission of new or revised tenders. Stadt Karlstadt shall ensure that the final tenders meet the minimum requirements and shall decide on the award on the basis of the award criteria.
