Winter road maintenance for 3 winter seasons (2023/2024, 2024/2025, 2025/2026).

Combating slippery road surfaces according to the IV, V, VI standard of winter road maintenance determined by the Ordering Party in the Gostyń poviat, including the communes: Gostyń, Piaski, Borek Wlkp., Krobia, Pępowo, Pogorzela and Poniec.

1. The subject of the order includes:

1) Combating slippery road surface "sprinkling"

Sprinkling includes – combating slippery road surfaces according to standard IV, V, VI winter road maintenance established by the Ordering Party in the Gostyń poviat, including the communes: Gostyń, Piaski, Borek Wlkp., Krobia, Pępowo, Pogorzela and Poniec.

a) STANDARD IV

- road surface sprinkled with salt to a temperature of – 10oC in dangerous places determining the possibility of traffic,

- in the case of lower than -10oC, the roadway is sprinkled with a rough mixture with the addition of at least 25% salt or sand

- ice is allowed up to 8 hours,

- glaciers are allowed up to 8 hours;

b) STANDARD V

- road surface sprinkled with a rough mixture with the addition of at least 25% salt or sand in dangerous places determining the possibility of traffic

(c) STANDARD VI

- road surface sprinkled with a rough mixture with the addition of at least 25% salt or sand in dangerous places determining the possibility of traffic.

Detailed rules of "sprinkling" are set out in Annex 9 to the SWZ.

2. "Snow removal" includes:

- roads included in standard IV – with a total length of 144.951 km, in the municipalities of Gostyń, Piaski, Borek Wlkp., Krobia, Poniec, Pępowo and Pogorzela

- roads classified as standard V – 112.048 km – roads in the Krobia and Gostyń communes and district road No. 4954P Gostyń-Smogorzewo in the Piaski commune,

- roads classified as standard VI – 15.074 km – roads in the Gostyń and Krobia communes.

a) STANDARD IV

- roadway cleared of snow up to 8 hours after the cessation of rainfall on the entire width of the roadway,

- snow is allowed,

- snow tongues,

- drifts are allowed up to 8 hours after the cessation of snowfall,

- slush is allowed on the roadway for up to 10 hours,

- glaciers are allowed up to 8 hours,

- roadway cleared of snow along the entire width.

b) STANDARD V

- roadway cleared of snow up to 16 hours after the cessation of rainfall, in places of snowdrifts

- snow is allowed,

- a snow cartridge is allowed,

- drifts are allowed up to 24 hours after the cessation of rainfall,

- slush is allowed on the roadway for up to 10 hours,

- glaciers are allowed up to 8 hours,

- cleared of snow at least one lane with passing

(c) STANDARD VI

- loose snow is allowed,

- bristling snow is allowed,

- a snow cartridge is allowed,

- snowdrifts are allowed,

- all types of slippery after snow removal up to 2 hours are allowed,

- roadway cleared of snow depending on the needs.

Detailed rules of "snow removal" are set out in Annex 9 to the SWZ

The Contractor is obliged to maintain the readiness of the equipment and means of transport along with the service provided for the implementation of the service.

The Contractor shall assume the obligation to perform the service as follows:

- ACTIVE ACTION: Active action consists in the work of equipment directly on the road. The active action will begin when the Ordering Party issues an instruction to go to work equipment directly on the road. The commencement of an active action results in the termination of the passive action.

- PASSIVE ACTION: consists in leaving the equipment with the operator in full readiness, performing dispatch duty and patrolling the roads, to take active action. The transition of an active share to a passive action will take place after the Ordering Party issues an instruction as a result of specific weather factors. In the event of a sudden change in weather conditions, the decision to switch from passive to active action shall be made by the Contractor immediately notifying the Contracting Entity.

3) conducting winter road maintenance and round-the-clock monitoring of road condition;

4) maintaining the equipment and machines intended for the implementation of this contract with service;

5) disposing of the legal title of ownership, lease or rental of a square with a salt landfill, a mixture of sand and salt and equipment located in the Gostyń County in the amount of min. 1 pc
