The project covers the area at the Koningin Wilhelminahaven (KW port) and the Buitenhaven. This area is being transformed with the necessary housing development being developed. However, the quays of the KW and Buitenhaven are located outside the dikes and flood several times a year. In order to realize housing construction, the security services have set the precondition that the homes are accessible at all times. In concrete terms, this means that the area must be protected against high water. At the same time, the area can use an impulse to make the public space of the port an attractive area suitable for the development of the entire river zone.
