The aim of the procurement project is to award a framework agreement on the provision of bicycles along with accessories through leasing for employees of Kliniken Nordoberpfalz AG and its subsidiaries (MVZ Weiden GmbH and Haus St. Laurentius of Kliniken Nordoberpfalz Gemeinzützige GmbH) as well as related implementation and implementation and Services over a period of 6 years. The framework agreement regulates the performance relationships between the contractor as lessor and clinics Nordoberpfalz AG as well as its subsidiaries as lessees. The framework agreement contains conditions for the individual leasing contracts concluded by Kliniken Nordoberpfalz AG and their subsidiaries for the respective employees in order to use this leased bicycle in accordance with a transfer and remuneration conversion agreement between the employee and the clinics in North Oberpfalz or leave their subsidiaries for use.
Kliniken Nordoberpfalz AG is a hospital network at a total of 6 locations. With around 3000 employees, Kliniken Nordoberpfalz AG is one of the largest employers in the region. MVZ Weiden GmbH and the Haus St. Lawrence der Kliniken Nordoberpfalz non-profit GmbH are subsidiaries associated with Kliniken Nordoberpfalz AG.
As a public limited company under municipal ownership, Kliniken Nordoberpfalz AG and its subsidiaries are members of the association of municipal employers, so that employees of Nordoberpfalz AG clinics and subsidiaries (employees) fall under the collective agreement for the public service (tvöD). This was applied to employees of municipal employers subject to this collective agreement — with the exception of apprentices, pupils, dual students, interns, minor employees and employees in the exemption phase — with effect from 1 March 2021 to the collective agreement for remuneration conversion for the purpose of leasing Added bicycles in the municipal public service from October 25, 2020 (TV bicycle leasing).
The aim of Clinics Nordoberpfalz AG and its subsidiaries is to increase the attractiveness of clinics Nordoberpfalz AG and subsidiaries as an employer, and the health of the to promote employees. The subject of this procurement procedure is therefore the awarding of a framework agreement on the basis of which individual leasing contracts for the provision of bicycles along with accessories can be concluded for the employees of Kliniken Nordoberpfalz AG and its subsidiaries. The framework agreement regulates the basic performance relationships between the contractor as a lessor and the clinics Nordoberpfalz AG and its subsidiaries as respective lessees. In addition, the framework agreement contains conditions for the respective individual leasing contracts concluded by Kliniken Nordoberpfalz AG or its subsidiaries for employees before the release of the leased bicycle due to a transfer and remuneration conversion agreement between the employee and the clinics in North Oberpfalz AG or its subsidiaries.
Key items of performance:
— provision of a bicycle as well as leasable accessories (e.g. insurance, bicycle lock, lights, pedals, etc.) at the choice of the employee, doctor or family member based on a single leasing contract,
— implementation of the project in the administrative structures of the Nordoberpfalz AG clinics and its subsidiaries, in particular through the availability of a contact person and training of employees responsible at Nordoberpfalz AG and subsidiaries,
— implementation of the project as well as handling the process for providing the bicycle by operating an online platform or software application and the availability of contacts for the persons responsible at Kliniken Nordoberpfalz AG and its subsidiaries,
— marketing of bicycle leasing to employees of Nordoberpfalz AG clinics and its subsidiaries, as well as
— services for employees, such as annual maintenance and inspection services on bicycles.
