As part of a negotiation procedure with an EU-wide competition, the Federal Institute for Real Estate awards the planning and construction services for the new construction of 11 multi-family residential buildings in modular construction in the "Düppel" housing estate in Berlin Steglitz-Zehlendorf

Initial situation:

The Federal Institute for Real Estate (BImA) supports the Federal Government's housing offensive to create additional, affordable housing to relieve the burden on local markets.

On the following plots of land in the Düppel district, a total of 11 multi-family residential buildings with approx. 170 residential units in modular and serial construction are to be built by a general contractor in addition to an existing residential complex. A preliminary building permit dated 09.06.2021 and file number 1100-2021-163-BWA 121 is available. The plots are located in the area of the following plots and roads:

The multi-family residential buildings are to be planned and constructed in accordance with the provisions of the present "preliminary decision in accordance with the building regulations for Berlin and on the basis of a functional specification of services" (FLB). The project is to be awarded to a general contractor and completed by the end of 2026. The housing project is referred to as "Düppel".

Scope:

The subject of this tender is all necessary planning, consulting and construction services that are necessary for the complete production of functional and usable buildings that comply with the current public law provisions and the general recognized rules of technology in accordance with the specifications of the functional service descriptions.

This includes all planning and site supervision services of service phases 2-8 HOAI in accordance with the specifications of the functional service descriptions and all necessary engineering services - if necessary including obtaining the necessary expert opinions - and the preparation of all necessary verifications, the planning and execution of the necessary demolition work, all necessary foundation and civil engineering work including planning, the shell construction and finishing work, the planning and production of Outdoor facilities, all development and road construction services including planning as well as all other services necessary to achieve the success of the work and to comply with legal regulations.

The contractor's planning must be drawn up in such a way that the provisions of the preliminary building permit are taken into account. Deviations can be proposed, provided that they are justified, increase quality and are compatible with the requirements of planning, building regulations and monument law.
