Spatial Information Specialist Services (DPS)

The urban environment industry of the City of Helsinki (later “subscriber”) establishes a dynamic procurement system (DPS), within which the subscriber will be competitive for geospace specialist services for the KYMP & City Model project.

The KYMP & City Model project involves several POC projects aimed at utilizing the Helsinki Urban Information Model. The services of the urban environment are involved in POC projects on their own topics.

The operating model of the dynamic procurement system is two-phase. In the first phase, a dynamic procurement system will be established in accordance with the provisions of the limited procedure. In the second phase, the subscriber conducts intra-dynamic procurement system competition among the associated bidders.

The dynamic procurement system shall be valid for 24 months unless the subscriber shorten or prolong the duration of the dynamic procurement system or suspends the procurement system in the middle of its validity. The subscriber has the right to suspend the dynamic procurement system in the middle of its validity.

The subscriber may temporarily shut down the dynamic procurement system at any time during the duration of the dynamic procurement system. With the dynamic procurement system closed, individual procurement cannot be made within the system.

Applications for participation in the dynamic procurement system may be submitted throughout its duration. The Helsinki urban environment industry accepts all candidates who submitted an application for participation in the dynamic procurement system that meet the suitability requirements set out for the candidate.

The object of the acquisition includes various geospace expert tasks for the KYMP & Urban Model Project. The object of the acquisition includes the following tasks:

1. Processing, combining, analysis, editing, documentation and analysis reporting of spatial datasets and 3D data models.

2. Methodological development and documentation of spatial datasets and 3D data models.

The object of the acquisition may include data integration tasks with the city's existing spatial information publishing systems such as the 3D urban information model and spatial interface services in conjunction with city spatial experts.

Different datasets (traditional two-dimensional spatial datasets, 3D spatial datasets, 3D urban data model) are processed both together and separately. The objective of the subprojects is to utilize the 3D urban data model.

The invitation to tender for intra-competitive competitive within the dynamic procurement system may contain both Task 1 and Task 2, or only one of them.

The spatial scope of the mandate may be limited, for example, by project area or an overall review of the entire city area. The mandate may involve modeling, evaluating, and analysis of time series and options.

Assignments may involve interaction with participants, workshops, project palavers and reporting.

The provider must have a programme for geospatial processing which is compatible with the City of Helsinki programmes. The programs currently in use by the subscriber for processing spatial information are set out in Annex 1 File formats and other programs and file formats available to the subscriber in Annex 2 Instruction on Digital Data.

The data and results should be handed over to the subscriber in electronic form. The data set should contain a description of what it contains. The subscriber specifies the appearance and file format of the results by assignment.
