Sykehusapotekene (the Hospital Pharmacies) will procure a framework agreement for washing, cleaning and hire of textiles for GMP classified clean-room activity. Many of the hospital pharmacies currently have deliveries of such services and there is a need to gather these in a joint framework agreement. This will cover delivery of both microfibre systems and washing/hire of clean-room clothing. The purpose of the procurement is to:
— safeguard important requirements for stable and reliable production and operation in GMP classified clean-rooms through efficient deliveries with documents, good working environment and ergonomic quality in accordance with requirements;
— reduce the total costs and environmental impact connected with the deliveries;
— reduce strain injury, human exposure to environmentally hazardous substances and give better inner environment for employees in the production premises, and in this way contribute to increased contentment and reduced sick leave;
— take care of the need to include own stocks of textiles in the supplier's delivery system, so that the contract becomes a pure lease contract.
Sykehusapotekene HF (SAHF) is the contracting authority for this contest and announced the tender contest on behalf of the three regional hospital pharmacy companies:
— Sykehusapotekene HF (owned by the South Eastern Norway Regional Health Authority), www.sykehusapotekene.no
— Sjukehusapoteka Vest HF (owned by the Western Norway Regional Health Authority), www.sjukehusapoteka-vest.no
— Sykehusapotekene i Midt-Norge HF (owned by the Central Norway Regional Health Authority) www.sykehusapoteket.no
Further information about the organisation of the individual companies and pharmacies locations can be obtained by visiting the named websites. The procurement process is lead by Sykehusapotekene HF (SAHF), and the two other hospital pharmacy companies will have the opportunity to make call-offs on this framework agreement.
The scope of this tender is delivery of microfibre systems and washing/hire of clean-room clothing to be used in manufacturing premises in:
— Sykehusapotekene HF (14 locations),
— Sjukehusapoteka Vest HF (4 locations),
— Sykehusapotekene i Midt-Norge (x locations).
All manufacturing departments in SAHF have plan to transfer to microfibre cleaning systems. Not all hospital pharmacies will have a need for washing of clean-room clothing. We refer to Part 2 Annex 3 Overview of room and equipment for a detailed overview of estimated need and details for the individual location. An overview of which locations will use different parts of the contract from the start is given in Part 2 Annex 2 Price Matrix. Here, there is also a sheet (4) with a summary overview of own stock of items.
The anticipated scope is based on an expectation that increased use of microfibre systems in all three of the health trusts is set at NOK 3.5 million per year. Over the maximum contract duration including options (i.e. 8 years) amounts to a combined value for the framework agreement of approx. NOK 28 million. The contracting authority anticipates that tenderers will submit a tender offer for taking over SAHF's own stock of items which will be deducted from lease prices to SAHF during the first 2 years of the contract. The information about possible volume and scope of this contract is only a guide and is non binding for the contracting authority. All amounts are listed without VAT. See Par 2 Annex 1 Requirement specification, Part 2 Annex 2 Price Matrix and Part 2 Annex 3 Overview of room and equipment for more detailed information, including which requirements apply for each product group.
